  1. Newborn Admission Notification Interface(NANI) Brief Profile Proposal for 2011/12 presented to the Quality, Research & Public Health (QRPH) Planning Committee Nitin Kunte, Terese Finitzo, Michelle Wiliamson, Anna Orlova , John Eichwald 09/22/2011

  2. The Problem • Currently there is no uniform method for hospitals to notify Public Health programs on the birth of a baby • A Newborn Admission Notification Interface (NANI) would provide an accurate hospital denominator for each Public Health program to carry out its mission • Without an NANI, and thus an interim accurate denominator, care may not be delivered and morbidity or mortality may increase.

  3. The Problem • A NANI would ensure that no baby is “lost” to proper care • This NANI proposal is a solution to the problem by providing a mechanism to convey a Newborn Admission Notification from the birthing facility to divergent public health programs • This profile should not be construed as a legal notification of birth.

  4. Use Case • A baby is born at a hospital • Hospital uses NANI to inform • State Newborn Screening –Newborn Bloodspot Screening (NBS), Early Hearing Detection and Intervention (EHDI) Programs • If a baby’s screening is missed or the data are not entered, the program staff has an accurate count of births and can respond promptly. • State Immunization Registry • Communicable Diseases Programs • This ensures every baby receives care mandated by law, or rule.

  5. Stakeholders & Benefits • Public Health • Provides possible denominator to • EHDI Programs (Confirmed) • NBS Programs (Potential) • Immunization Programs (Potential) • Communicable Diseases Program (Potential) • Newborn & Parents • Ensure proper care is delivered • Birthing Facilities • Reduces • errors • duplicate data entry

  6. Proposed Standards & Systems • We will examine existing IHE profiles to select those applicable to the NANI profile. The following standards may apply. Other future relevant standards may also be used. • IHE PIX and PDQ profiles for demographic information • PCC Care Management Technical Framework for managing clinical guidelines • QRPH Technical Framework Supplements for data guidelines • HL7 V2 ADT messages • There is no existing standard

  7. Discussion • We are proposing new Actors and Transactions but no new Content. • We believe that we should be able to reuse the existing profile work done at IHE. This will facilitate the development of this profile and will bridge the gap that currently exists amongst different IHE profiles. • We think the effort would be “Medium” • Proposed editors – Anna Orlova, Nitin Kunte, Terese Finitzo, John Eichwald, Michelle Williamson
