  1. NPRRs • NPRR563 Credit Lock Standards This Nodal Protocol Revision Request (NPRR) removes ERCOT’s discretion to allow Counter-Parties participating in a Congestion Revenue Right (CRR) Auction to post credit past the end of the CRR bid submission window. • NPRR564 Thirty-Minute Emergency Response Service (ERS) and Other ERS Revisions This Nodal Protocol Revision Request (NPRR) proposes a 30-minute Emergency Response Service (ERS) product and recommends other changes to ERS more generally, including the following: • Introduces Settlement based on a clearing price instead of individual Qualified Scheduling Entity (QSE) offer price. • Introduces stronger financial penalties for non-performance in a single ERS Standard Contract Term but removes mandatory suspensions. • Clarifies obligations of ERS Resources when deployments cross over multiple ERS Time Periods. • Authorizes ERCOT to provide times and dates of particular Resource deployments to QSEs in order to allow them to analyze past performance of newly acquired ERS sites. • Prohibits participation by sites associated with Dynamically Scheduled Resources (DSRs). • Clarifies that ERS Generators and ERS Loads are to be evaluated together when an ERS Generator is providing backup to an ERS Load.

NPRRs • NPRR567 Stakeholder Review of Resource Registration Data Requirements This Nodal Protocol Revision Request (NPRR) describes the process for review and approval of changes, additions or deletions to the required Resource Registration data; and defines a new term “Resource Registration” to ensure consistency when referencing Resource data throughout the Protocols, Planning Guides, and Other Binding Documents. • NPRR568 Real-Time Reserve Price Adder Based on Operating Reserve Demand Curve This Nodal Protocol Revision Request (NPRR) requires ERCOT to implement an Operating Reserve Demand Curve (ORDC) in the Real-Time Market (RTM) to determine the Real-Time price adder for Real Time Settlement Point Prices. The Real-Time price adder reflects the price for reserves available in the ERCOT System based on the loss of Load probability at that reserve level. The addition of this price adder to the Real Time Settlement Point Price ensures that the Real Time Settlement Point Price reflects the opportunity cost of reserve scarcity.

NPRR • A new Other Binding Document, “Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder,” a draft of which is attached to this NPRR as Attachment 1, will describe the methodologies for developing the ORDC and determining the reserve price adder using the ORDC. It will also list the values of the parameters to be used. Additional details about the methodology and a backcast based on the methodology can be found in filings under Public Utility Commission of Texas (PUCT) Docket No. 40000, Commission Proceeding to Ensure Resource Adequacy in Texas, <http://interchange.puc.state.tx.us/WebApp/Interchange/application/dbapps/filings/pgControl.asp?TXT_CNTRL_NO=40000> and Key Documents posted on the Resource Adequacy Task Force home page <http://www.ercot.com/committees/board/tac/wms/ratf/>. • Since Real-Time co-optimization of energy and Ancillary Services will not be implemented at this time, to ensure that Resources are indifferent between providing energy and reserves in Real-Time, an Ancillary Service imbalance Settlement will be performed..

NPRR • Reliability Unit Commitment (RUC) Resources and Reliability Must-Run (RMR) Units are removed from this Ancillary Service imbalance payment for their On-Line capacity in Real-Time since making the payment and clawing it back would result in the same financial outcome but with significant changes to the Protocols • NPRR569 Retail Clarification and Cleanup This Nodal Protocol Revision Request (NPRR) provides clarification and cleanup of current retail processes. • NPRR570 Reduce RTM Settlement Timeline to Operating Day Plus Five This Nodal Protocol Revision Request (NPRR) proposes a phased approach to change the posting date for the Real-Time Market (RTM) Initial Settlement Statement from seven days after the Operating Day to five days after the Operating Day and changes the posting date of the Final Settlement Statement from the 57th day after the Operating Day to the 55th day after the Operating Day.
