  6. Social Insurance • Two Mandatory income related contributory scheme (National Pensions Fund and National Savings Fund) • Civil Service and local government pension schemes • Multiple parastatal pension schemes • Private voluntary occupational pensions

Proposals for reformEstablishment of a Single Registry • Setting up of a single registry for beneficiaries of social assistance to help in: • Managing social assistance programs in an integrated way • Enhancing the targeting performance of programs • Adopting a unified approach to welfare • Economic analysis and monitoring policies

Proposals for reform cont’Adopting a new method of targeting • Present method of targeting is mainly based on income • New method of targeting based on a set variables other than income is being developed • New method of targeting will enable the Ministry of social security to properly identify the beneficiaries of cash transfer. • Other able bodied beneficiaries will be shifted to the newly created Ministry of Social Integration to be placed on the empowerment programs. • Single database will be managed by the Ministry of Social Security but will be shared with other Ministries and government institutions. • Profile of applicants will enable other Ministries to place them on their respective welfare programs.
