  2. Background – PA adopts the SISTM The PA DHS Office of Developmental Programs, together with stakeholders, chose the Supports Intensity ScaleTM(SISTM) to be the standardized needs assessment in Pennsylvania for individuals with intellectual disabilities. The SISTM was developed by the American Association on Intellectual and Developmental Disabilities (AAIDD) in 2004 and is used in several states. The SISTM was chosen so that needs of all individuals aged 16-72 who are entering or enrolled in the PA ID Waivers will be assessed consistently and equitably across the Commonwealth. Beginning in January 2018, ODP implemented a Fee Schedule for Consolidated Residential services utilizing the SISTM and PA Plus (9 additional assessment questions).
