  2. Introduction This Memorandum of Understanding (MOU) defines the relationship between the Statewide Self Advocacy Network (SSAN) and the State Council on Developmental Disabilities (SCDD). The purpose is to clarify the roles, responsibilities and expectations of both groups in order to facilitate a working relationship which benefits both parties.

I.1-1.2 Background • The MOU is a document that was a collaborative effort by SSAN and SCDD in order to define their roles and responsibilities. • SSAN established a workgroup in March of 2015 to express their ideas during the MOU process. Members of SSAN participated in the MOU process in order to ensure that the voices of self-advocates were reflected in the MOU. The DRAFT MOU was presented at the June 2016 SSAN meeting and given to SCDD for consideration.

  5. 2. Mission of SCDD and SSAN • Section 2.1 talks about the mission of SCDD • Section 2.1.1 talks about SCDD commitment to Self-Advocacy, as Goal 1 of the State Plan. • Section 2.2 talks about the mission of SSAN and identifies SSAN as a project of SCDD

  6. 2.1 Mission of SCDD • The mission of SCDD is to advocate, promote, and implement policies and practices that achieve self-determination, independence, productivity and inclusion in all aspects of community life for Californians with intellectual/ developmental disabilities (I/DD) and their families. • To carry out the SCDD Mission regarding self-advocacy, SCDD has adopted Self-Advocacy as Goal 1 of the State Plan.

  7. 2.2 SSAN Mission • SSAN exists to encourage people with disabilities to organize and create change for good. • The goal is to train and empower members to become skilled advocates and share their skills within the community. • SSAN provides members with resources knowledge and tools that will empower them to become effective informed leaders within their communities across the state, so that they can train others.

  8. 2.2 SSAN Mission (continued) • Through collaborating with other advocacy organizations and disability communities, SSAN wants to support, develop and strengthen self-advocacy throughout California. • SSAN is a cross disability training network. As a cross-disability training network, SSAN leadership and no less than 50% of its members will be individuals with I/DD. SSAN members will work to build local networks within each region.

Guiding Principles This section identifies the following guiding principles of SCDD and SSAN: • Self-Determination • Independence • Productivity • Community inclusion • Mutual respect between SCDD and SSAN • Open Communication • Leadership development • Goal 1 of State Plan: Self–Advocacy • SSAN as a resource and training network • SSAN members will be leaders in California Self-Advocacy Movement

Roles and Responsibilities This section covers: • Make-up of SSAN Membership • SSAN Membership Process • SCDD working with members to develop trainings • The role of the SCDD Self-Advocacy Coordinator • The role of the SCDD Regional Offices with SSAN • Types of updates and trainings SCDD can provide SSAN • Legislative • Agency update

  11. 4.Roles and Responsibilities (continued) • SCDD will coordinate and fund SSAN quarterly meetings. • Typical meeting cost around $15,000. • SCDD will review the SSAN annual budget with SSAN leadership and provide an update to members. • All SSAN meetings will operate under Robert’s Rules and comply with California’s open meeting policies and Bagley Keene Act.

Reporting • SSAN members will provide SSAN and SCDD with Membership Reports, designed to track their community outreach. • SSAN will produce a quarterly newsletter highlighting actions taken and issues of concern. • SSAN workgroups will report their activities at quarterly meeting. • SSAN Annual Reports will be produced.

  13. 6. SCDD Support • SSAN is a project of SCDD, and SCDD recognizes the importance of supporting this project. • SCDD funding is not guaranteed by the MOU. • The budget for SSAN is determined by SCDD. • SCDD has the authority to award a contract to a third party to provide services to SSAN.

  14. 7. Termination and Review • Either SCDD or SSAN can terminate the MOU. • 30 days notification must be given. • This agreement will be reviewed every three (3) years.

  15. 8. Changes to the MOU • Any changes to the MOU must be submitted and approved by the majority of both the State Council on Developmental Disabilities and the Statewide Self-Advocacy Network.
