  35. 9.7 The Amendment Process 1. Why did the framers make it possible to change the Constitution but difficult to do so? Answer. So that it can change with the times, but not on a whim. Changes had to be well thought out and with the consent of a large majority of the citizens. 2.

A: Framers wanted a strong federal (national) government and at the same time have the states retain significant powers. 2. Commerce Clause Power? A: Gives the national government the power to regulate interstate commerce (trade between states). 3. Advantages to states sharing a common market: A: Allows good & resources to flow more easily across the country, and large businesses could cross state lines. Also, creates a single national economy.
