  2. 事故 • 平成15年9月16日の十勝沖地震の影響で、出光興産北海道製油所の原油タンクから火災が発生、28日にナフサ貯蔵タンクで火災、消防車30台が鎮火に当たるが、44時間燃え続けた • 原因： • 長周期の地震動によりタンクの液面にスロッシング現象（液面揺動）が生じ、浮き屋根が大きく振動した。このときの摩擦や衝突の火花による着火があったと推定される。

  3. 情報 • 最初の火災後に消防へ発表した被害状況報告では、ナフサタンクの損傷は一切報告されていなかった

  4. 耐震基準 • これらのタンクは、耐震基準強化が決められる以前に建造⇒改修を義務づけられている • 猶予期間：平成27年まで（莫大な費用） • 現在：危険物タンク等の耐震基準が早急に見直しされるようになった • ★古い建築基準法で立てられた家⇒既存不適格
