Challenges of MfDR in Africa • Resistance to the implementation of MfDR and Low Political will • Weak capacity and lack of incentive structure that rewards performance • Weak M&E and statitical systems at national & local levels • Weakbudget planning and linkage to performance and results • Weak evaluation & knowledge culture to improve policy decisions • Weak institutional mecanisms (Governance) to ensure government accoutability and transparency
