  25. One of these, the infection rate, is a bit tricky • Define the following variables: • S be the proportion susceptible (i.e. not infected).   27. But …. • New evidence on the cost of MC suggests it varies a great deal and in small scale facilities can be as high as $1,000 per circumcision • And Ministry of Finance decision makers are more likely to use a discount rate as high as 10% or 12% in evaluating projects
