  2. WHY? WHAT? WHEN? HOW? Introduction • This presentation provides an update on the project to define data standards for the whole of the Children’s Workforce • We will cover: … is this initiative taking place? … are we aiming to achieve? … will it be done? … will it be completed?

  3. WHY? Why is this initiative necessary? Education 618G School Workforce Census (SWF) Pay survey all become SSCSS Integrated Children’s Services at local and national levels Rec & Res Social Care National Minimum Data Set for Social Care (NMDS-SC)

  7. HOW? How: Effective governance Pan-Government Standards Existing standards, e.g. eGIF (GDSC) ISO standards Standards for Education, Skills and Children's Services (ESCS) With reference to Other Government sectors (e.g. health) Workforce Children Other ESCS …

Key principles data should be collected once and used many times; the collection and sharing of data should be fully automated, where appropriate; the value should clearly outweigh the costs; and personal data on individuals should be properly protected. HOW? How: Revised Protocol on Data Sharing • An agreement being negotiated between DCSF and partners • Aims • Reduce burdens • Help, support and encourage a more effective and co-ordinated approach to the management and handling of data and information across the Education, Skills and Children’s Services sector

When: Outline plan and timescale Stream 1: Data standards (deciding what the common data standards should be) Stream 2: Impact assessment (looking at how the newly agreed standards will affect existing collections and reporting) Stream 3: Transition (how and when the various partner organisations move to the new standards) 2009 2010 Many inter-dependencies; timescales difficult to predict

  10. finally … What does this mean for Authorities? • Impact on services • what does the lack of standardisation mean? • where are there costs we can save? • where are there new opportunities to make better use of data? • Inter-working • within LAs, who else needs to know about this initiative? • which other bodies / agencies should we be talking to? • Communication • are we talking to the right people? Please be patient ... however, it’s vital that LAs keep up the pressure for improvements !
