The operational phase will begin after 2006 FIFA World CupTM

  2. The emphasis changes considerably over the course of the event life-cycle but requires a sustained deliverables focused management mindset. It is important to take the generic template developed by FIFA to a real, tangible roadmap Illustrative Testing and Deployment Set-Up and Strategic Planning Conceptual Planning Operational Planning and Build-out • Establish event vision • Form LOC • Formalize alliances with Government and other key stakeholders (SAFA,FIFA etc) • Obtain early sponsorships/ supplier relationships • Establish brand / image • Initiate public communications • Capture Korea/Japan & Germany best practices • Finalize strategic plan across key functional areas • Recruit senior managers • Establish program management capability • Develop construction plans and tender documents for venues • Build site master plans, including City and Urban planning • Develop functional area conceptual plans • Develop venue conceptual plans taking into account cost of legacy issues • Determine requirements of resources and refine detailed financial budgets • Establish merchandise program • Arts Festival / Ceremonies planning • Recruit middle managers and build-up staff • Refine venue specific plans and initiate a ‘venuization’ mindset • Finalize operational plans for each functional area • Procurement of facilities, goods and services • Complete construction and required overlays • Appoint venue managers • Recruit volunteers • Prepare for ticketing • Launch aggressive public communications • Establish transport • Begin city preparations • Finalize event programs • Conduct Final Draw • Fit-out venues • Host test events • Train staff and volunteers • Shift of staff to venue teams • Commence ticket sales / distribution • Establish all command and control structures • Open IBC, IMC • Finalize protocol details • Install look • Rehearse ceremonies Key Activities

Testing and Deployment Set-Up and Strategic Planning Conceptual Planning Operational Planning and Build-out Key Dimensions Main Activities Strategic Planning • Formulate vision, mission and objectives to execute the 2010 FIFAWorld CupTM in accordance with FIFA requirements, while retaining the African theme and executing against the defined governmental platforms • Analyse relevant experience from 2002 and 2006 WCs on all the key workstreams with a large panel of stakeholders (e.g. LOCs, FIFA, sponsors, government, city authorities, etc.) Organisation Set-Up • Set-up the LOC structure • Ratify and approve members of the Board • Define and implement key organisation principles and rules • Finalise legal and tax framework of LOC • Design a governance framework • Develop a recruitment plan • Establish detailed functional accountabilities and HR plans Programme Management & Risk Management • Define a global project roadmap • Define a detailed roadmap for the initial phase • Set up processes and programme management tools for the organisation of the event • Meet OAA requirements and deliverables • Identify the key stakeholders and formalise interactions (including FIFA, SA Government and cities) Financial Planning & Budgeting • Develop an initial high level budget • Prepare a detailed 1-year budget and define budget procedures • Engage Government funding (lobby to bring initiatives forward) Compliance Assessment • Define venue requirements (include security profile) • Define negotiation/selection strategies and select venues • Perform City Audits • Evaluate post Event legacies of facilities and cities Marketing Communications Platform • Define the communication strategy of the event • Define key strategic priorities for the commercial strategy The Set-up and Strategic Planning stage is vital for overall success of the event as it establishes the vision, objectives and implementation plan

Undertakings to FIFA • To pass laws and ordinances at national, provincial and local government level to implement Government Declaration and Guarantees by 15 December 2005. • To take orders or other decisions necessary to implement Government Declaration and Guarantees by 15 December 2005. • To ensure that all guarantees are issued by and are binding for any and all relevant national, provincial and local authorities at all times including succeeding governments at national, provincial or local government level.
