Six Year Improvement Program Maintenance Needs Expanding - $362 million – highway; $213 million transit 11% cost growth for new highway construction and transit operating Minimal Revenue Growth • General Assembly appropriated additional $229 million GF for FRAN debt service • (FY 07-09) Less funding to build additional capacity

  5. It is a Federal Highway Program • The federal share of construction funding has increased to 74% even with the increased use in maintenance • Only federal projects can be realistically planned and financed • Less than 20% of urban and secondary systems qualify for federal funds

  6. The Urban Program Construction Program Facts 81 cities and towns FY 07-12 SYIP $907M in total allocations ($446M formula) 623 projects (urban, regional, safety, bridge, SAFETEA) 33% reduction from FY06-11 SYIP

  7. Local Maintenance Program Financial Assistance Program FY07 Allocation $313 million FY07-12 Allocations $1.8 billion Payments made on quarterly basis Funds can also be used for construction Cities/Towns in Urban System Arlington and Henrico Counties Reporting and Performance Initiative

Revenue Sharing Program2006 Acts of Assembly Section 33.1-23.05 of the Code of Virginia (Repealed 33.1-75.1 – traditional Revenue Sharing Program) 50/50 Program Up to a $100 Million Program ($50 M state funds) Open to Counties and Cities and Towns under the Urban System Max allocation of $1,000,000 per locality Allocations provided via tiered approach

Revenue Sharing ProgramNew Legislation: Tiered Approach Tier I: Locality provides > $1M Tier II: Project is locally administered (all phases) Tier III: Documented acceleration of existing project within Six Year Improvement Program and/or Local Capital Improvement Program Tier IV: Any other eligible requests

Revenue Sharing ProgramCurrent Status/Schedule Draft Guide presented to CTB in June/July Special Session of the General Assembly Guide approved by CTB in October FY07 Program = $15 million Call for applications – October 13th Applications due – December 22nd Allocations must subsequently be approved by the CTB

  11. Economic Development Access Program • 2005 Appropriations Act – Stakeholders Group • 2006 Legislation – broadened definition of eligible industry • June 2006 – Updated Commonwealth Transportation Board policy • Next – update VDOT Guide accordingly

  12. Local Partnership Team 2005 Appropriations Act Goal is to provide training and technical assistance to localities administering federally funded transportation projects Pilot Program – Spring 2006 Project Delivery Workshop – Salem and Northern Virginia Team Evaluation Commitment to continue
