  4. What is the NDM • The mnemonic CIAPOAR can help users to remember the six key elements of the NDM. It also acts as an aid-memoire in aspects of decision making. • Code of Ethics – Principles and standards of professional behaviour • Information – Gather information and intelligence • Assessment – Assess threat and risk and develop a working strategy • Powers and Policy – Consider powers and policy • Options – Identify options and contingencies • Action and review – Take action and review what happened Suffolk CCR Training 2018

Information & Intelligence • Remember that you can only make a decision on the information that you have. • The more information gathered the easier it is to make that decision on how to proceed. • You may need to ask more questions and take more time when speaking with the reporting person. • Consider your options of other systems: • Storm – Objects and Previous Calls • Athena/PNC (if you have access) • All of these systems could significantly effect your decision making Suffolk CCR Training 2018

Options Will be covered in THRIVE Action and Review • Action • Implement the decision you have made • Does anyone else need to know what you have decided? • Review • Continue to review your actions and closely monitor any actions taken by others as this could affect your decision making and on information gathered may change your action decisions.   9. Recording Decision Making It is important to know that decision makers are accountable for their decisions. In some circumstances it will be necessary to provide a rationale on how you have come to make that decision. The CAD plays an important role within the decision making so a brief rationale on the CAD remarks could assist those that are dealing with the incident. Remember – The more information you have the easier it is to make that decision and recording this on the CAD is essential to a third party dealing with that CAD. Suffolk CCR Training 2018

  11. Threat • Of Violence to any other person • Of Damage or loss to property belonging to another • To the community trust and confidence on policing • Of Public Disorder • No Threat at all – Therefore no Harm or Risk Suffolk CCR Training 2018

Harm • If the Threat is carried out, what is the likely level of harm? • Person – Threat to life/Serious Injury/Minimal Injury/No Injury • Property – High value damage/Destruction/Theft/Minimal damage/No damage • Community Trust & Confidence in policing – Reduction/No Impact • Community Cohesion – Potential for Disorder/Minimal or No Impact Suffolk CCR Training 2018

  13. Risk What is the likelihood that the Threat or Harm will occur? • High Risk – Consider a Grade A or Grade B CAD • Minimal Risk – Consider a Grade C or D Cad/Create a QIF/Or signpost to another agency Suffolk CCR Training 2018

  14. Investigation Is there a potential Criminal or Road Related investigation? Crimes in progress/recently discovered CCTV Evidence Is there a suspect or person of interest Identifiable property Is there a known offender Injury level Forensic Evidence, CSI Repeat Victim Series of offences similar in nature to one reported or unusual M.O. Vulnerability “A person is vulnerable if as a result of their situation or circumstances, they are unable to take care of or protect themselves or others from harm or exploitation” Family Circumstances Personal Circumstances Repeat Victims Economic Circumstances Equalities/ Discrimination factors Health & Disability Coercion & Control Consider Vulnerability of the reporting person in addition to any other parties involved Suffolk CCR Training 2018

Engagement End every call for service appropriately and manage expectations • Consider signposting or referral to other appropriate agencies • Is there an opportunity to engage with a hard to reach group? • Consider other self-service options: e.g. Constabulary website, “Ask the Police App”, Action Fraud, Crimestoppers Suffolk CCR Training 2018
