Recap - the 6th EAP • Thematic Strategy on air pollution • Coherent and integrated policy and measures & consistent with other environmental policies • to be adopted by July 2005 • CAFE Programme to provide the technical basis • TS to establish the “level of ambition” that informs future policies such as the national emissions ceilings directive

  3. Where are we? • CAFE Programme nearing its end • Integrated assessment modelling work essentially complete (policy scenarios chosen) • Benefits and costs work completed for these scenarios and the baseline • Macroeconomic modelling of economic impacts also completed for the policy scenarios • The TS “package” is now in the internal Commission decision making process prior to adoption

The TS Package • Thematic strategy only a 15 page communication adopted by the College • Legislative proposal to revise/combine existing ambient air quality legislation (“Cleaner Air For Europe Directive”) • Impact assessment (ca. 100+ pages) includes more analysis of the problems and of policy options - (English) • Adoption by College before Summer? (end June-July)

Next Phase - review of National Emission Ceilings • Resource constraints dictate that the review of the NECD will come after the Thematic Strategy • The Thematic Strategy will contain a clear indication of the level of environmental ambition to be pursued by the revision of the NECD • The review of the NECD will be a fine-tuning exercise based upon updated energy projections, and emissions forecasts & inventories (e.g. PM2.5, ammonia); though other issues will be addressed • Emissions trading, maritime emissions, etc.
