FRAMEWORK FOR THE PREPARATION OF THE ACTION PROGRAMME FOR THE IMPLEMENTATION OF THE TERRITORIAL AGENDA OF THE EU (AP/TAEU) ON THE CONTENT OF THE ACTION PROGRAMME: A COMBINATION OF TWO LINES OF ACTION: One line of political action aimed at enhanceningstakeholders dialogueandlobbyingfor the TA implementation. To be carried out through joint activities by the Ministers, between themselves and in co-operation with the European Comission,with the acting Presidencies as “lead-partners”, One line of technical action developped along the prioritiesandkey actions for implementation mentionned in the TA, and in accordance with topical needs for policy development and key EU dossiers with impact on territorial development Both lines of action will take in consideration the challenges for territorial development mentionned in the TA and be implemented at European, national and regional level Updated 2007-06-01

FRAMEWORK FOR THE PREPARATION OF THE ACTION PROGRAMME FOR THE IMPLEMENTATION OF THE TERRITORIAL AGENDA OF THE EU (AP/TAEU) ON THE PREPARATION THE ACTION PROGRAMME: The preparation will be carried out by the Member States’ (MS) representatives (expert level) under the coordination of Portugal All MS are invited to cooperate in this effort. Bi-lateral talks are being conducted in order to create a smaller “core” task-group (CTG) The following MS have expressed their willingness to cooperate in the CTG: Germany, Slovenia, France, Finland, Luxembourg, Netherlands, Spain, Cyprus, UK and Poland. Greece and Austria have requested to be closely informed on the progress of the work The stakeholders dialogue and the cooperation with ESPONwill continueduring the preparation of the Action Programme A pre-requisite for the success is aclose cooperation with the Commission. The Comission has also expressed their willingness to participate in the CTG Updated 2007-06-01

FRAMEWORK FOR THE PREPARATION OF THE ACTION PROGRAMME FOR THE IMPLEMENTATION OF THE TERRITORIAL AGENDA OF THE EU (AP/TAEU) CALENDAR: The preparation is to be carried out between May and November (*) mid June 07 First draft document (structure and major contents)circulated end of June First meeting of the CTG (strategy, priorities and work method) 1 July 07 Network of contact points operational mid July 07 First full draft document circulated end Aug-Oct 07 Working versions circulated for improvements 15 Oct 07 Pre-Final draft discussed at a DG Meeting in Lisbon 23 Nov 07Action Programmeto be adopted by the Ministers at an Informal Ministerial Meeting in the Azores during the Portuguese Presidency of the EU (*) Meetings will be held as necessary, to prepare the documents. Some will be held in Brussels Updated 2007-06-01
