  2. Supporting human tissue research • HTA is committed to a light touch • Purpose of regulation is to maintain public confidence • Aim for clarity in the regulatory framework • HTA will do its best to support research

  3. What the HTA has done to help research • Sets standards that are clear, and supports researchers in compliance • Researchers were involved in the development of research code of practice • HTA is committed to finding innovative ways to reduce unnecessary regulatory burdens • We listen

  4. HTA and National Research Ethics Service (NRES) • More tissue from banks available • 125 tissue banks with HTA licence and generic research ethics committee approval • List of research tissue banks will be published on the NRES website

What the HTA has done to help stem cell research • Helped produce UK stem cell toolkit • Produced a joint statement with MHRA and HFEA • Role in regulation acknowledged: • Professor Sir Martin Evans (stem cell scientist who won the Nobel Prize for medicine in 2007): “I think the whole approach in Britain to regulation...has been exemplary and has led the world...It [is] an example of how things should be done”

  6. Evidence for effectiveness and efficiency • Praised for reduction of burden of inspections • Opinion research found that legislation and regulation have increased public confidence • Challenges remain but we will work with the research community to streamline our regulation
