  2. Introduction • On March 7, 2003, CSC completed its acquisition of DynCorp, a large federal government contractor with extensive experience in the A&D Industry. The DynCorp acquisition expands CSC’s offerings in areas such as Aviation Services, Base Operations, Logistics Support services and range Technical Services. • Objectives of the document • To provide an overview of C.S.C. activities for • Business Process Outsourcing (B.P.O.) in Defense sector • To present : • DynCorp Susidiaries and activities before it became part of CSC • Some CSC case studies • Difficulties occurred preparing this presentation • No more website existing nowadays for DynCorp • Pieces of Information given come from different sources • Information is not exhaustive

CSC outsourcing activities • Application Outsourcing • In french : Tierce Maintenance Applicative • Business Process Outsourcing (BPO) • It is the investment strategy for sourcing best practice processcapabilities end to end along business value chains: the customer relationship chain, supplychain, organizational productivity chain, and product and service innovation chain. It isintensively collaborative because it rests on meshing the BPO client’s skills, technology base andprocesses with the BPO provider’s distinctive offerings. It is additive — strengthening capabilitiesalong the value chain. This aspect makes BPO very different from traditional outsourcing oftasks and functions, which is largely subtractive — it aims at getting rid of something using an“out of sight, out of mind” (and off my budget) tactic. In this scenario, outsourcing is acontractual agreement with the “out” being the key part of the term.With BPO, the emphasisis on “sourcing”. Par toute personne, spécialement recrutée pour combattre dans un conflit armé et qui n ’est ni ressortissante d ’un État partie audit conflit armé, ni membre des forces armées de cet État, ni n ’a été envoyée en mission par un État autre que l ’un de ceux parties au conflit en tant que membre des forces armées dudit État, de prendre ou tenter de prendre une part directe aux hostilités en vue d ’obtenir un avantage personnel ou une rémunération nettement supérieure à celle qui est payée ou promise à des combattants ayant un rang et des fonctions analogues dans les forces armées de l ’Etat partie pour lequel elle doit combattre. • 2. Par toute personne, spécialement recrutée pour prendre part à un acte concerté de violence visant à renverser les institutions ou porter atteinte à l ’intégrité territoriale d ’un Etat et qui n ’est ni ressortissante de l ’Etat contre lequel cet acte est dirigé, ni membre des forces armées dudit Etat, ni n ’a été envoyée en mission par un Etat, de prendre ou tenter de prendre part à un acte en vue d ’obtenir un avantage personnel ou une rémunération importants. • Art. 436-2 - Le fait de diriger ou d ’organiser un groupement ayant pour objet le recrutement, l ’emploi, la rémunération, l ’équipement ou l ’instruction militaire d ’une personne définié à l ’article 436-1 est puni de sept ans d ’emprisonnement et de 100.000 € d ’amende. • La commission a examiné le présent projet de loi au cours de sa séance du mercredi 5 mars 2003. • M. Alain Moyne-Bressand a demandé si l ’on connaissait le nombre de mercenaires dans le monde et s ’il existait une économie du mercenariat. • La rapporteur a répondu qu ’il était difficile de connaître l ’effectif global des mercenaires en activité, mais que le développement était réel. En Afrique du sud, au Royaume-Uni et aux Etats-Unis, des sociétés militaires privées se développent, certaines fonctionnant avec le label des autorités. Le mercenariat traditionnel issu de la décolonisation tend ainsi à être remplacé par le développement d ’activités militaires privées organisées, méthodiques et professionnelles. • M. François Lamy a fait remarquer qu ’une partie des observateurs envoyés au Kosovo par les Américains avant le conflit dépendait en fait de sociétés privées et que ces situations semi-officielles étaient créatrices d ’une certaine confusion.
