  1. Alfredo (Chemo) gallegos and Carlos Lovato Two TRiO Champions who made a difference.

  2. Alfredo (Chemo) Gallegos • Alfredo Gallegos got his start in TRiO Programs as an Educational Advisor for a New Mexico Educational Talent Search Program. • Then in 1976 he was hired as the Director of Upward Bound at New Mexico Highlands University where he served as Director for 26 years.

  3. Alfredo Gallegos (TRiO Career) As a member of New Mexico/West Texas Association of Student Assistance Programs, Alfredo Gallegos served as association president on seven different occasions. He also served as SWASAP President from 1986-88 and then as NCEOA Chairman Elect of the Board in 1988-89 after which he was elected NCEOA Chairman in 1990 in San Francisco, CA.

After Alfredo left his position as COE Chair, he initiated the first National Student Leadership Congress in 1990 where two students are selected from Upward Bound Programs across the nation and Puerto Rico to attend a week at American University in Washington D.C. It was a great opportunity for high achieving UB students to meet other UB students from around the country.

  6. Alfredo Gallegos implemented a summer activity for area Upward Bound programs called the “Highlands Upward Bound Weekend”. This became a very popular event in which UB programs would come together and engage in various competitive activities, both academic and non-academic. These activities included UB Olympics, Sidewalk Chalk Art Contests, a Basketball Tournament, Essay Writing, Test Taking Contests and various workshops. • This event became so popular that it was considered the highlight of the summer program by many program participants from participating UB Programs.

  7. “In November, 1980 at the SWASAP conference in Oklahoma City, I met with Alfredo Gallegos and Carlos Lovato. I call it the historic meeting to save Upward Bound funding. We met at a truck stop at 1:00am to discuss how we could save UB funds from being taken for a new initiative by President Carter for Math & Science Programs. • Carlos Lovato was able to get former Senator Pete Domenici to save millions of dollars that would have been taken from UB. Thanks to Alfredo for introducing me to Carlos Lovato, we were able to sustain funding for UB Programs. (Dr. Arnold Mitchem).

Carlos Lovato • Carlos Lovato joined Alfredo Gallegos in the Upward Bound Program at New Mexico Highlands University in 1980. • Carlos Lovato was very active in politics throughout his life and career in TRiO. He was one of the few people who could win over Republican support of TRiO programs in New Mexico.

  10. Carlos Lovato • Carlos Lovato played an integral role in the Republican Party in northern New Mexico and was successful in drumming up support for Pete Domenici in this part of the state. After assisting Pete Domenici to eventually win his election for Congress, Carlos Lovato established a close relationship with the Republican Senator. • It was thanks to Carlos Lovato that Senator Domenici became a TRiO Champion and fought for TRiO funding in Congress through most of his political career.

  11. The “Historical Meeting” that Arnold Mitchem speaks of was not the only occasion in which Pete Domenici went to bat for UB and TRiO programs. Senator Domenici was Chairman of the Legislative Finance Committee when the College Cost Reduction and Access Act (CCRAA) was established in 2007 to supplement funding for Upward Bound programs across the country.

  12. Carlos Lovato became Director of Upward Bound at NMHU in 2006. • Carlos Lovato also drove a school bus for Las Vegas City Schools throughout most of his career. He would be up at 4:30am and do his bus route and be at work by 8:00am.

  13. “We (Carlos Lovato, Kathy Martinez and Marvin Perea), were in a break out session at a SWASAP Conference in Oklahoma City a couple of years ago when I kept noticing Carlos shaking his head while trying to read. Trying to figure out why he was having difficulty reading, I realized that the lens on the right side of his bi-focals was missing. I was sitting right next to him so I reached over and inserted my index finger into the void where his missing lens was and touched his eyelid. This really took him by surprise because he hadn’t realized the lens was missing and he jerked back violently. It was then that it dawned on him that there was no lens on his glasses and we then proceeded to laugh so hard that we disrupted the work shop but we couldn’t stop.   14. The Upward Bound Program at New Mexico Highlands University was one of the 18 original Pilot Programs funded in 1965 under Lyndon B. Johnson as an initiative of the Higher Education Act. • This well established TRiO Program served high school students in Northern New Mexico for 47 years before being defunded in 2012.

  15. Alfredo Gallegos Community Involvement • Alfredo Gallegos was a member of the following organizations: • Las Vegas City Schools /West Las Vegas PTA’s • Head Start Program • La Salida Drug Abuse Program, Board Chairman • Greater Las Vegas Council on Alcoholism, Board Chairman • NM Council for the Aging, Ombudsman Program-Immaculate Conception Church. • Bereavement Ministry • Board Member and Volunteer at Cocina de San Pasqual Soup Kitchen. • Volunteer for ECHO food program in Mora. • Eucharistic Minister for Home Bound Parishioners in Immaculate Conception Church.

  16. Carlos Lovato Community Involvement • The following is a list of community activities that Carlos Lovato engaged in: • Chairman of the Republican Party for Mora and surrounding area for approximately 20 yrs. • Chairman of the Mora-San Miguel Electric Coop for six years. • Officer in the New Mexico State Police. • Bus Driver for Las Vegas City Schools.
