NISC OVERVIEW Executive Order 13112 Established by EO to ensure that Federal activities are: • Coordinated • Complimentary • Cost-efficient • Effective (Issued in February of 1999) Council’s Co-Chairs: Interior, Agriculture & Commerce Members: DOT, DOD, Treasury, State, EPA, HHS, USAID; USTR, DHS, & NASA. About 35 Federal agencies share the responsibility and authority for invasive species and as do all 50 states, tribes, local governments, and territories.

  18. Invasive Species Advisory Committee (ISAC) The Secretary of the Interior shall establish an advisory committee…to provide information and advice for consideration by the Council. The advisory committee shall recommend plans and actions at local, tribal, State, regional, and ecosystem-based levels to achieve the goals and objectives of the Management Plan … The advisory committee shall act in cooperation with stakeholders and existing organizations addressing invasive species.

  20. The Plan’s 57 numbered Action Items call for about 168 identifiable actions. Of the ca. 168 identifiable actions, about 100require an on-going commitment of resources once established to coordinate the remainder (70) are “discrete” in that they require little coordination once completed. All of the Plan’s 57 Action Items require a continuing effort by agencies to implement.

  26. What does this have to do with California? • Mirror/microcosm of the USA • Coastal, inland, desert and montane habitats • Four large ports • Borders with 3 states and 2 countries • Huge highway and railroad systems • High airline passenger and cargo movement

  27. What does this have to do with California? • We (CA) had input into the National Management Plan • California has a lot of Invasive Species • Economic Damage • Environmental injury • People seek CA Leadership onthe issue • Different Models – WMA’s & CINWCC
