  4. LCTOP Background LCTOP is one of several programs that are part of the Transit, Affordable Housing and Sustainable Communities Program established by Senate Bill (SB) 862 2014. LCTOP was created to provide operating and capital assistance to transit agencies with the goal of reducing greenhouse gas (GHG) emissions and improving mobility; with an emphasis on serving Disadvantaged Communities (DAC). For agencies whose service area includes a DAC, at least 50% of the total monies received shall be expended on projects that provide a direct, meaningful and assured benefit to DAC(s).

ARB Funding Guideline Updates • SB 32 requires California Air Resources Board to ensure that statewide greenhouse gas emissions are reduced to 40% below the 1990 level by 2030. • AB 1550, revised investments within disadvantaged communities requiring administering agencies to allocate: • Additionally, 5% of GGRF funds must benefit individuals living in low-income communities or benefiting low income households statewide. • An additional minimum of 5% that are located within and benefiting individuals living in low-income communities, or benefiting low-income households, that are within a ½ mile of a DAC.
