MICT Defined UNCLASSIFIED • Designated as the self assessment and force multiplying tool mandated in AFI 90-201 • MICT is a leadership decision-making tool which is available throughout the entire operational enterprise • System of record for the Commander’s Inspection Program • Accessible through the AF Portal • Enterprise-wide information availability “Transparent Visibility” • Allows HAF, MAJCOM/NAF, and Wing visibility of unit compliance 24/7/365 • Drives open and honest ongoing unit compliance … and readiness status assessment

  3. MICT Process Flow Assessment Lifecycle is ONGOING: MICT is the tool, but the process is key Unit Setup: Create User Accounts & Train Users Permission Management Identify and Track Checklists UNCLASSIFIED

MICT in Action UNCLASSIFIED • MICT provides effective tools at all levels • Honest assessments include unit self identification of weaknesses and deficiencies • Units resolve localized deficiencies by applying the right resources and/or corrective actions at the right time • MAJCOM Functional Manager awareness of enterprise-wide, systemic, and/or localized deficiencies • Visibility at the right level for corrective action(s) • MAJCOM IG validates unit self-identified findings, using risk-based sampling techniques • HAF/SAF uses MICT results to influence policy and resource decision making almost real time

MICT Risks UNCLASSIFIED • Not answering checklists honestly and accurately…every time • Not recognizing correct root causes of deficiencies • Not creating and following through with meaningful corrective response plans • Leaders stifling self-identified deficiencies—non-compliance should not be seen as measure of fault or leadership effectiveness • Culture must accept finding non-compliance • Checklists are guides—not all inclusive • Entire AFI, Tech Order, Policy Letter, etc. is inspectable • Well-written checklists cover the basics, but cannot address all aspects of unit health • Leadership involvement is critical

MICT Lessons Learned UNCLASSIFIED • Training is the key for all MICT users • Develop a sustainable training program for all user levels • SIP Owners, Managers and Reviewers • Establish “champions” at every level in every unit—with adequate retainability • Assign appropriate account permissions for users from the beginning • MICT use is a “perishable skill”—navigate/use MICT regularly • Resolve issues at appropriate levels • “User” issues (database specific) at lowest level (Sq / Gp / Wg / MAJCOM / AF) • “Checklist” issues at OPR/OCR level (AF / MAJCOM / Wg / Gp / Sq)
