  1. Aviano 2000 Program

  2. Aviano 2000: Building Aviano’s Future

  3. Quick Definitions • Aviano 2000 (AV2K) • $575 million NATO construction program to bed-down 2 fighter squadrons • Implementation of NATO Capability Package (CP) 3A0011 • Includes both Italian and US construction agents • Program Management Office (PMO) • Cradle-to-grave management of Aviano 2000 construction program • Single point of contact for Aviano Air Base construction

  4. Aviano 2000 History 1993 • NATO decides to relocate 2 fighter squadrons from Spain to Italy 1994 • Fighters, personnel arrive at Aviano--base population literally doubles overnight • Existing facilities undersized and inadequate • CP 3A0011 developed—dubbed “Aviano 2000” • Planning and programming for AV2K remain within current structure - Base Civil Engineer Squadron

  5. Aviano 2000 History 1995-1998 • Program size, coupled with Balkan air campaign, stretches base resources too thin • Standard planning and execution items falling through the cracks • By December 1998, need for a programmatic approach is clear 1999 • 16 AF/CC decides to sponsor the Aviano 2000 effort • Program Management Office (PMO) created 2005 • PMO moves from 16 AF to 31 FW

  6. NATO Intent CP 3A0011 • NATO program scope is for bed-down of only two F-16 squadrons • No contingency ops • No other missions (603 ACS, 16 AF, Army, etc.) • “Minimum Military Requirement” • First time NATO funds Quality of Life Projects • Italy is Host Nation • Italian laws, standards, and regulations apply • Host nation-ship granted to US via MOU for 66 projects • NATO authorizes and funds project scope • Any additions to that scope must be USAF-funded (“US cost share”) • NATO projects have, on average, 14% US cost share • NATO “buys scope”—NATO will fund modifications as long as they are within scope of original project

  7. Aviano 2000 Program Scope • Mix of operational, direct and indirect support, and quality-of-life facilities • 285 projects total, $575 million • 99 NATO ($360 million)—PMO-managed • 174 US MILCON, O&M ($203 million)—CE-managed • $12 million ITAF program • Includes major utilities and communications backbones • Multiple sources of funding • Italy ceded 210 acres of new land to use – Zappala’ Area • Complex NATO system for project and funding approvals

  8. Aviano 2000 Program Scope (1994-2010) 12 Italian Projects $12M Total Program Size: $575M, 285 Projects 174 U.S. Projects (O&M, MILCON, other) $203M 99 NATO Projects $360M Includes $65M in US cost share Largest Construction Program in the AF

  10. NATO Process NATO Planning Funds Produces 35% design & cost estimate, which go back to NATO for review Releases NATO Screening Report (“bible” of the project, establishes scope) and determines NATO authorization ($$$) NATO Infrastructure Committee Cost Share Review Board Determines additional scope of US Cost Share, based on NATO Screening Report Project Award Must return to NATO if award amount exceeds NATO authorization Note: All NATO votes must be unanimous Key players: NATO Internat’l Staff, US Rep to Infrastructure Committee

  21. Program Team Mission • “Manage and integrate all aspects of 284 NATO and US • funded projects as a joint and combined program team • delivering quality, ready-to-operate facilities on time and • within scope for the USAF’s best combat fighter wing” • Coordination of planning • Design • NATO screening • Project approval through NATO and Italian authorities • Construction and smooth move activities • Warranty and close-out

  22. US-Managed Projects • 65 of 99 NATO projects are managed by US • 49 Complete • Naval Facilities-Northern Italy (NAVFAC) is construction agent • Support/Quality of Life, such as • Dorms • Temporary Lodging Facility • BX/Commissary • Gym • Post office • Utilities

  23. ITAF-Managed Projects • Aviano AB is an Italian military installation being used by NATO with the US as a guest • Projects meet Italian laws, not US laws • Projects meet NATO’s “minimum military requirement” • ITAF contracting rules are different • More flexibility for small changes • Less flexibility for large changes • Contractual process moves slowly • Multiple layers of control (Aviano, Milan, Rome, Brussels)

  24. ITAF Structure • 108 STDI (Aviano) • Local construction agent • Commanded by Capt Miani • 27 RGC (Milan) • Design agent • Contracting agent • Commanded by Col Giancane • GENIODIFE (Rome) • NATO liaison • Funding agent • Real property acquisition • Point of contact is Lt Col Cristiani

  25. ITAF Nuances • ITAF vs. GENIODIFE • GENIODIFE is Italian Ministry of Defense-wide engineering activity, not just for ITAF • Currently commanded by ITAF 3-star general (Gen Colucci) • 108 STDI • 8 people (compared to PMO’s 27) • Responsible for 2 other local ITAF bases • Works for Milan…Col Scarpolini is NOT in chain of command

  26. ITAF Processes • Contracting • Time-consuming • Rigid schedule • Multiple levels • Slow to need • Construction Contract Modifications • Anti-corruption provisions limit flexibility • New system bogged with bureaucratic checks and balances

  27. “Smooth Move” • Final step in cradle-to-grave project delivery • Work with user to determine move-in requirements • (Furniture, equipment, etc) • Purchase, deliver, and install furnishings and equipment • Base Operations Support (BOS) funds • Monitor/track progress • Coordinate ribbon cutting • Turn facility over to user • Highly successful program
