  1. Fill Vs. Extend For Extend, the extra time is always tacked onto the end, the stop date/time is changed. For Fill, the extra time is tacked onto either the beginning or the end or both, but always within the start/stop time of the Challenger. The start date/time and/or stop date/time are changed. Fill makes it easier for TPs who do competitions manually to determine feasibility to defend since all ATC evaluations are within the bounds of the Challenger. Under Motion 30, it also makes it more likely that an individual Defender will be feasible since there is at that point in time enough ATC for all defenders, so there should be enough ATC for any one of them to match independent of the other Defenders ability to match.
