Developing the “Checklist” Transitional Shelter Policy and Implementation documents developed by donors/NGOS and accepted by government. Documents called for environmental review and covered a number of environmental issues. Sphere also calls for environmental review and has many environmental linkages. Developing the Checklist • Three week field consultation in coordination with UNHCR Transitional Shelter unit. • Based on existing documents and key literature • Camp Management Toolkit, • Emergency Settlement Displaced Populations, • Engineering in Emergencies, Handbook for Emergencies, • Handbook for Rapid Environmental Assessment in Refugee and Related Operations • The Sphere Standards Rapid Environmental Impact Assessment Project
“The Checklist” • A way to meet Sphere and Sri Lanka policies. • Compliance rather than proscriptive focus • Lots of transitional shelter activities underway. Evolving coordination. • Tool to see if plans were ok. See if fixes were needed. • “Not wrong, just needing some improvements.” Rapid Environmental Impact Assessment Project
The Forms • Review process built around shelter life cycle. • Four forms: Site Selection, Construction, Management, Decommissioning. • Completed • As a review of plans before construction to identify need for changes • As a review of existing sites to identify need for “upgrades” • 20 – 30 min. needed to do full set, plus time for walk around.
