History • Facility built in 1942 by the U.S. government • Fear of seafaring enemy forces attacking Gulf Coast refineries • Sweeny considered an ideal place to conceal a plant -- far from the coastline yet near a navigable river • The only refinery built from the ground up during World War II • Original operating capacity of 18,000 BPD of oil • Produced high-octane fuel for Allied military aircraft • “Mothballed” in 1945 and sold to Phillips in 1947 NH_Sweeny

  15. Crude Supply • ConocoPhillips and Petroleos de Venezuela, S.A. (PDVSA) have a limited partnership which includes a 58,000 BPD delayed coker and related facilities • ConocoPhillips is the operator and holds a 50 % interest in the Merey Sweeny, L.P. • PDVSA supplies up to 170,000 BPD of Venezuelan Merey 16 • 60,000+ BPD sweet crude NH_Sweeny
