  3. Judiciary Act of 1789 • Created court system • 13 district courts, 3 appeals, 6 member Supreme Court • John Jay – First Supreme Court Chief Justice

  4. Attorney General Edmund Randolph Prosecute and defend cases for federal govt. Secretary of Treasury Alexander Hamilton Managed nation’s finances Secretary of State Thomas Jefferson Foreign policy Secretary of War Henry Knox National defense Cabinet – advise President

Opposition to Hamilton’s Plan • South had done well with paying off debt • Not sure why they should bail out the north • Hamilton used a loose construction interpretation (implied powers-not in Constitution) to create National Bank • Opposition argued strict construction (it has to be in the Constitution) • Opposition mainly in South who felt the National Bank would benefit the North

  6. Opposition to Hamilton’s Plan cont. • Provides foundation for political parties • 1791 – Congress narrowly passes N.B. • Madison and Jefferson agreed to support if capital would be moved from New York City south b/w VA and MD (considered South)

  8. Whiskey Rebellion • PA farmers upset with excise tax on whiskey • Used whiskey as currency • Refused to pay tax (similar to Boston Tea Party) • Washington agrees to send 12,000 troops • "...To Execute the Laws of the Union...“ • DEMONSTRATED POWER OF FEDERAL OVER STATES AND PEOPLE
