Specific features of Standardizationin Oil and Gas Sector of Kazakhstan • Not active participation in international standardization activities (up to 2003). • Utilization of GOST standards oriented towards domestic technology used in 80’s. • Limited application to offshore facilities. • Mandatory utilization of current national standards and certification of equipment for its compliance. • Utilization of international standards only upon their harmonization or adoption.   5. KAZMEMST A formal process for the adoption of international standards was initiated by KAZMEMST in mid-2002. In line with Kazakhstan’s programme for accession to the WTO, a new law on Technical Regulation is introduced which requires the adoption of International Standards under the TBT annex. KAZMEMST (the national standardization body of the Republic of Kazakhstan) has initiated a rolling standards plan (2005-2007) for the adoption of International Standards as national policy in all sectors. The plan is now aligned with the ISO/IEC Guide 21 “Adoption of International Standards as regional and national standards” and then follows the ISO TC67 vision of – “global standards used locally worldwide”. KAZMEMST Reorganization • 54 new technical committees on standardization including the following: • TC 15 (ISO TC193 “Natural gas”); • TC 16 (ISO TC28 “Petroleum products and lubricants”); • TC 33 (ISO TC67 “Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries”). Objectives of KAZMEMST TC 33 • To represent interests of Kazakhstan in TC 67 ISO. • To facilitate process of international standards adaptation in oil and gas sector. • To participate in developing TC67 ISO standards. • To improve standardization system in oil and gas sector. Implementation of objectives in Oil & gas sector • Kazakhstan is a member of ISO TC67 since2003, SC7 since 2004 and SC2 since 2005. • Kazakhstan experts take an active part in development of «Offshore Arctic Structures»ISO standard in ISO/TC67/SC7/WG8. (The ISO TC67 SC7 WG8 work group has initiated work on the new ISO standard and both Russia and Kazakhstan have joined this project. The standard shall address key technical requirements relating to offshore structures both for the Russian arctic shelf and the North Caspian Sea. ) • It is planned to take part in developing new standards on Line pipes and Pipelines. Further improvement of Standardization System • Creation of a databank of translated and registered standards as well as regulating documents at the Association of Oil Companies • Discussion in the Government of the Republic of Kazakhstan on the issue of international standards adoption without any modifications. • Increasing the level of the harmonization of national standards with international standards up to 50%. • Support and co-ordination of national experts participation in international standardization developments. POLITICAL INFLUENCE The President’s 2004 State of the Nation Message stresses the importance of transition of Kazakh enterprises to ISO international standards “From now on the performance of each minister and governor will be strictly evaluated based on how international standards will be introduced in the area of their activities. It is necessary to complete the transition to a model of technical regulation used in international practice.” INTERNATIONAL STANDARDS WORKSHOP, New DELHI, 2007

  12. Conclusion • To date, a total of 49 ISO TC67 standards have been adopted as national standards (Annex). However, only 50% of them are identical.
