  20. INMATE PROCESSING B. Importance of the Intake/Admission Process 1. The inmates initial contact with the institution. 2. Allows officer to assess the inmate’s appearance and attitude. 3. Allows officer to observe inmates behavior.

  21. INMATE PROCESSING 4. Provides the officer with an opportunity to gather as much information about the inmate as possible. 5. Provides a framework for completing essential administrative details.

  22. INMATE PROCESSING C. Specific Officer Tasks Involved in the Intake/Admissions Process 1. Ensure that the escort officer follows your institutional policies & procedures.

  23. INMATE PROCESSING 2. Knowing the responsibilities of the escort officer when processing an inmate for admission will: a. Prevent a possible breach of security b. Help ensure safety of staff & inmates c. Fewer escapes

  24. INMATE PROCESSING 3. Establish proper I. D. of escort officer before admittance. • Badge & photo I. D. showing unit # & signature of agency head. b. Notify shift commander if no positive I. D. of escort officer is established before admittance.

  25. INMATE PROCESSING 4. Removes weapon/secures firearm before entering institution 5. Provides agency with any necessary property and paperwork.

  26. INMATE PROCESSING D. The Booking Process 1. Observe inmate to gain a general sense of his/her physical & psychological conditions.

  27. INMATE PROCESSING a. Physical & medical problems b. Pre-admission medical screening c. To prevent the death of an inmate, never admit an inmate in an unconscious state.

  28. INMATE PROCESSING 2. Behavioral problems a. May require special housing 3. Drug and alcohol problems a. May require special program (AA, NA, etc.)

  29. INMATE PROCESSING 4. Potential suicide a. Inform shift commander &/or medical unit 5. Potential victimization a. Small, young, old, etc.

  30. INMATE PROCESSING 6. Initial screening a. Quick, overall visual assessment for emergency problems. • Frisk search/shakedown the inmate to locate concealed contraband

  31. INMATE PROCESSING 7. Review paperwork a. Examine commitment papers before admittance b. Verify commitment papers c. Judge’s signature

  32. INMATE PROCESSING d. Authorization to assume custody/prevents an illegal incarceration. e. Once Commitment is examined & verified, it authorizes the institution to assume custody of inmate

  33. INMATE PROCESSING 8. Provides the institution with all necessary information for classification & housing assignments. 9. Frisk or strip search 10. Check paperwork a. Names, signatures, dates, etc.

  35. INMATE PROCESSING 14. Fingerprint the inmate a. Important for identification process b. Fingerprint copy distribution: 1-F.B.I., 1-State Police, 1-Inmate file c. Fingerprinting can be done by scanner or ink

  36. INMATE PROCESSING 15. Photographing the inmate a.Purpose: Mug shot, inmate I. D. Badge & “E” or Escort card. b. One stapled to inmate paperwork to be placed in file for release. • Photograph inmate with & without glasses.

  38. INMATE PROCESSING 18. Receipt, inventory & storage of inmate property a. Search property for contraband in front of inmate. b. Prevents contraband introduction. c. Another officer can witness inventory & inmate signature.

  39. INMATE PROCESSING d. Store valuables (money & jewelry) in a special envelope in a designated area. e. Searching & inventory of property insures security & safety of staff & inmates.

  44. INMATE PROCESSING e. Regular showering is required by institutional policies, not just during admission process. f. Same sex officer present (at least one same sex officer must be present)

  46. INMATE PROCESSING 23. Place inmate into holding cell a. Follow policies & procedures for holding cell, as to how many inmates can be placed into cell & for how long.

  48. INMATE PROCESSING F. Determine eligibility for release: 1. Legal-court ordered, sentence suspended, commuted, re- consideration or mandatory 2. Time served-good time, industrial time, flat or mandatory

  49. INMATE PROCESSING 3. Parole or Probation-under supervision, can be returned 4. Bond posted- pre-trial, temporary

  50. INMATE PROCESSING 5. Transfer to other institutions ex. maximum to medium, or pre- release, CTP, or Patuxent transfers. 6. Medical/mental evaluations, hospitalizations.
