  2. WHAT IS FOUNDATION? The term “foundation” means volunteer donation of properties by individuals for a special purpose and for God’s sake. The main aim for establishing a foundation is serving for the humanity.

  3. FOUNDATIONS According to the records, first known foundation in Anatolia was set up in 1048. Through foundations; the savings, properties of high-income people are transferred to low-income people and a social benefit in the field of education, health and such is provided.

  4. THE CONTRIBUTIONS OF FOUNDATIONS TO THE ECONOMY Foundations, with their income-yielding investments that are made for carrying out their activities and social aids, contribute to the Employment Reducing poverty Providing equal income distribution and Economic development. Hence, foundations take part as the 3rd sector in the economy beside public and private sector.

DIRECTORATE GENERAL OF FOUNDATIONS In Turkey, in order to make foundations be effective in the economy and serve for the benefit of the society efficiently, Directorate General of Foundations (DG) was established in 1924. DG is a special budgeted legal entity that is affiliated to the Turkish Republic Prime Ministry.

DIRECTORATE GENERAL OF FOUNDATIONS Almost its 2000 staff, Directorate General of Foundations (DG) is responsible for: Managing fused (mazbut) foundations Making legality and compliance audit of annexed (mülhak), Non-Muslim community (cemaat), artisans (esnaf) and new foundations; and also operational and legality audit of their financial enterprises Fulfilling the charitable activities written in the deed of trusts of foundations that are represented and managed by DG Protecting the Foundation Cultural Heritage

  7. CONTRIBUTIONS OF DIRECTORATE GENERAL OF FOUNDATIONS TO THE ECONOMY The contributions of Directorate General (DG) to the economy can be analyzed under these headings: Investment and Employment Reducing Poverty and Fair Income Distribution Human Capital Tourism

  8. Investment and Employment INVESTMENTS For realizing the charitable activities written in the deed of trusts of fused (mazbut) foundations, Directorate General of Foundations makes income yielding investments such as; Flat for Land Restorate-Operate-Transfer Build-Operate-Transfer

  9. Investment and Employment RESTORATE–OPERATE–TRANSFER By 2010, 141 immovable properties were decided to be valued by Restorate –Operate – Transfer model. The historical properties such as han, Turkish bath and caravansary on the way of Historical Silk Road are valued by transforming to the income yielding properties with restorate- operate-transfer model by giving them various functions such as hotel, restaurant, recreational facilities and souvenir shop.

  10. Investment and Employment BUİLD – OPERATE – TRANSFER Within the past 8 years, 143 immovable properties have been valued by Build – Operate – Transfer model. As a result; 10 gas station 78 trade complex 19 tourism complex 18 education complex 8 health complex 5 sport complex 3 social complex will be transferred to the administration of DG.

  11. Investment and Employment LAND FOR FLAT Within the past 8 years, 412 immovable properties are valued by this model. As a result; 396 apart flats 107 villas 2.338 flats 290 shops 138 offices 1 private school will be earned.

Investment and Employment The foundation cultural properties such as han, Turkish bath, church, covered bazaar that belong to Seljuk and Ottoman period are restorated by Directorate General of Foundations. RESTORATIONS Within past 8 years, over 3.000 foundation cultural properties are restorated by Directorate General of Foundations. With restoration activities for protecting foundation cultural heritage, Directorate General of Foundations contributes to the economy by increasing employment.

  13. Investment and Employment UNIVERSITIES Beside its income yielding and restoration activities, Directorate General makes investment in education and health sector with Fatih Sultan Mehmet and Bezm-i Alem Valide Sultan Foundation Universities.

  14. Investment and Employment MANAGEMENT AND AUDIT OF FOUNDATIONS Beside its activities on behalf of almost 42 thousand fused (mazbut) foundations, Directorate General of Foundations make legality andcompliance audit of 283 annexed, 162 community, 1 artisan’s and 4572 new foundations.

  15. Reducing Poverty and Fair Income Distribution Through foundations, a wealth transfer is enabled from high-income people to low- income people. The function of fair income distribution of foundations contributes to reduce poverty and increase welfare of the society. By thisway, much more healthy system in the economy is developed.

  16. Reducing Poverty and Fair Income Distribution CHARITABLE SERVICES With the income earned from the investments made from the valuation of foundation cultural immovables; according to the provisions written in the foundations’ deed of trust, Directorate General of Foundations provides wealth transfer from high income people to low income people by giving them economic support, educational support and several donations. With its charitable services, Directorate General of Foundations provides every month; scholarship for 10.000 primary and secondary school students dry food for 80.000 people pension for 5.000 for poor people By this way, Directorate General contributes to reducing poverty and fair income distribution.

  17. Human Capital UNIVERSITIES Through Fatih Sultan Mehmet and Bezm-i Alem Valide Sultan Foundation Universities, qualified labor force is increased. Hence, the human capital in the field of health, science, education and art is increased.

  18. Tourism The restoration activities of Directorate General of Foundations contribute to the tourism potential of the region where they are located in. As the foundation cultural properties that are valued by Restorate-Operate-Transfer model are situated on the historical Silk Road, they effect the tourism potential of the region by increasing trade. RESTORATIONS AND THE PROPERTIES VALUED BY RESTORATE – OPERATE – TRANSFER MODEL

  19. Tourism Directorate General contributes to tourism also by its museum activities. FOUNDATION MUSEUMS There are several foundation museums in Turkey; 4 in İstanbul and one in Ankara, Edirne, Gaziantep, Kastamonu, Konya and Tokat cities. According to the records of year 2010, with its 11.168 movable foundation cultural properties, foundation museums are visited by 696.000 people. By increasing tourism potential of the region they are located in, foundation museums make contribution to the regional development.
