International [OIE] obligatory reporting requirement: • First occurrence of an OIE listed disease • Re-occurrence of a listed disease • First occurrence of a new strain of a pathogen of a listed disease • A sudden and unexpected increase in the distribution, incidence, morbidity or mortality of a listed disease. • An emerging disease with significant morbidity or mortality or zoonotic potential • Evidence of change in the epidemiology of a listed disease (host range, pathogenicity, strain) in particular if there is a zoonotic impact. Situational analysis by the DVS • Reviews by Mogoa & Wekesa [2010], Daborn &Ojigo [2011] • Recommended :- • Increase resource allocation – Technical, Financial & Human • Strengthen institutional framework - Public / Private partnerships • Improve communications – Mobile Devices, ICT Capacity building • Review Policy –Support/recognition for frontline personnel • Incentives needed – feedback, reward, facilitation • Production systems – tailored surveillance systems required

Formation of the Livestock Surveillance and Reporting Working Group [LSRWG] • Formed Oct 2010 to oversee a DVS intersectional response to the surveillance system reviews - 9th meeting held 17th May 2011 • Outputs to date of the LSRWG include: • Unified DVO monthly report • List of priority / OIE diseases for surveillance and reporting • ICT Inventory Vet HQ • fibre-optic connection to Vet HQ • ICT capacity building proposal linked to PAS and CPD points • Livestock Surveillance, Reporting and Information Management [LISRIM] programme planned • Formation of 4 Task forces [TF] and definition of TF TORs

DVS - DPT / MPT Experience • DPT piloted in 5 Districts 2008 – 2009 • DPT Extended to 29 Districts 2010 • Nokia Data Gatherer [NDG] introduced for Zero Reporting 2011 • LISRIM-Limuru 2011 – Pre-LISRIM pilot testing by DVO Limuru of: • Mobile phones and Laptop computers for reporting • Which Phone and which Laptop for which purpose • Which software – NDG, Episurveyor, Epicollect, FrontlineSMS, RapidSMS • Which Spreadsheet / Database –Excel, Access

Way forward • Strengthen purpose, function and status of the LSRWG within the DVS • Give priority to ICTcapacity building within the VS HQ and for both public and private AHSPs • CPD training programme to include disease recognition, reporting and information management • Re-establish DVO laboratories for field diagnostics

Way forward [Cont] • Provide tangible incentives to capture animal health information from the PVT sector • Develop policy and strategy to enhance the reporting potential of frontline staff • Link the submission of reports to the receipt of information [feedback] • Continue piloting and transition to integrated, user friendly and cost effective mobile systems for reporting and information management
