  2. 現行教師會的困境 • 對於政策制定與權益爭取有無力感 1.法令上的困境 2.能力上的不足 • 無法將會員與非會員做區別 有加入、沒加入差異不大—動力不強 • 資源不足 1.心有餘力不足 2.瞻前顧後，無法有效發揮功能

  3. 現行制度—教師會的困境 團結權-部分 協商權-恩給 爭議權-沒有

  4. 市府、學校對教師會的主張： 不理不睬也無所謂~~

  5. 教師會： 也無可奈何

  6. 教師工會 性質—公益法人，教師的團結組織。

  7. 對市府具有協商權— 合理要求，政府不得拒絕協商

  8. 對市府具有爭議權 市府拒絕協商，或協商不成時，工會可以提起爭議

  9. 整理一下~勞動三權的比較

  10. 教師會~~ 除了叫一叫，沒有其他辦法。

  11. 教師工會~~ 可以叫，可以談判，可以抗爭。 為老師爭取 ~更多權益~

  12. 只是爭取權益嗎? 不僅爭取教師權益， 更可以建立優質教育環境

  13. 只是爭取權益嗎? 還能影響政策， 成為社會進步動力!
