  2. Research Methodology • Telephone interviews were conducted with 400 randomly selected registered voters distributed geographically throughout the City of Troutdale. Surveys were conducted with equal numbers of male and female respondents. • Data was collected March 29 through April 7, 2010 from 5:00 to 9:00 p.m. weekdays and from 10:00 a.m. to 4:00 p.m. on Saturday. • All functions related to the collection, processing and reporting of the survey data were completed in-house by Intercept Research Corporation. • The reliability for a sample of this size is (plus or minus) 5.0% computed at the 95% confidence level.

Primary Reasons for Opposing the2008 Bond Measure Question:In the November 2008 election there was a bond measure on the ballot which asked voters to approve funds to construct a new city hall and police station for Troutdale. As you may know, the bond measure did not pass. What do you believe are the primary reasons why some residents opposed the bond measure?

Support for a Bond Measure to Fund Construction of a New Police Building for Troutdale Question:As In an upcoming election, there may be a measure on the ballot which will ask voters to approve a 20-year bond measure to fund construction of a new police station for the Troutdale Police Department. The measure would be in an amount not to exceed $5 million. If passed, this bond measure would add an estimated 28 cents per $1,000 of assessed value to the property tax rate. For example, a house valued at $200,000 would be assessed $56 per year in additional property tax. If an election were held today, would you favor or oppose a bond measure to fund construction of a new police building for our community?

Evaluation of Message Effectiveness Question:Regardless of how you personally feel about this issue, I'd like your opinion on several reasons why someone might support a bond measure to construct a new Troutdale police station. On a scale of one to five, with 5.00 - "a very good reason" and 1.00 - "a very poor reason," please evaluate each of the following reasons in favor of the bond measure to construct a new building for the Troutdale Police Department:

  15. Evaluation of Message Effectiveness(Continued) The current building is over 50 years old, outdated and far too small to meet the current needs of police officers and operations.

  16. Evaluation of Message Effectiveness(Continued) The city already owns the land on which the new police station would be built, which significantly reduces the cost to taxpayers and allows us to move forward rapidly to construction.

  17. Evaluation of Message Effectiveness(Continued) Architects and engineers have indicated remodeling is not a cost effective option, as the existing police department has simply outgrown the current building.

  18. Evaluation of Message Effectiveness(Continued) The new building would be built to meet the needs of the department for the next 50 years.

  19. Evaluation of Message Effectiveness(Continued) The existing police station has structural, electrical, heating, ventilation, and air quality problems and does not accommodate people with disabilities.

  20. Evaluation of Message Effectiveness(Continued) A new building would provide and allow for increased use of technology and would result in more efficiency and improved service.

  21. Evaluation of Message Effectiveness(Continued) Approving this project now will give taxpayers more value for their money, as bond rates are at their lowest in decades and the construction industry is very competitive now.

  22. Evaluation of Message Effectiveness(Continued) The police department must spend dollars every year for off-site storage due to lack of space at the existing facility.
