7. ICP and ICP Europe A critical mismatch has been identified locally and globally in the energy efficiency (EE) markets between project promoters and investors. Relevant financial sector stakeholders and building owners have identified lack of project standardization as the main market barrier supporting this mismatch. ICP is seeking to bring this STANDARDIZATION to the market, with a suite of products, implementation procedures and partners. europe.eeperformance.org

18. What are potential drivers of future changes? • Market uptake of the protocols, and in particular pilot projects, some of them already ongoing; • Project Developers and Third Party Quality Assurance certification processes; • Software development; • New standards and supporting resources.

21. What has changed? Main change to second draft of Targeted protocols: • There should be no interactions between measures, except for lighting projects (where there may be interactions with heating and cooling loads); • For lighting projects, either: • impact on heating and cooling loads must be estimated, or • Measurement boundary should be expanded to include interactive effects.

22. What has changed? Other key changes to second drafts of Targeted, that apply to all other protocols, include: • Operational Performance Verification Specialist does not need to be third party; • Where monthly data is not available, explain why, assess potential impacts on baseline/savings calculations, and describe how issues will be addressed; • Provide energy price details for building owner and tenants if shared savings; • Tenant outreach, notifying tenants of improvements made, and changes in behaviour required; • Glossary has been updated.

23. One or two protocols? • Since we focused on ECM and Retrofit Isolation Baseline, they became similar; • In the US there is a clear distinction between the two markets; • We are considering having just one targeted protocol for simplicity and flexibility…comments/questions?

25. Apartment Blocks Large and Standard Protocols

26. For what? Whole-building retrofits, with multiple ECM´s with interactive effects, on apartment blocks buildings: • High performing projects – where the projected energy savings typically cover the project investment costs; • Large Apartment Blocks – cost of improvements and size of savings justifies greater time and effort in the pre- and post- development energy analysis; • Standard Apartment Blocks – multiple measure projects which do not require building simulation modelling; • Applicable on a building to building basis.

Baselining • Must establish how much fuel and electricity a building can be expected to use over a representative 12-month period, as well as any renewable energy that is generated and used on site; • Should also factor in the impact of independent variables such as weather, occupancy, and operating hours on the building’s energy use;

29. Baselining • Obtaining comprehensive utility billing information for a residential building can present challenges, since many owners of residential buildings cannot legally access utility bills for their own properties due to tenant privacy law;

30. Baselining Acquisition of baseline utility data for residential properties typically falls into four categories, with associated ramifications that need to be considered and addressed:

31. Savings projections – Large Apartment Blocks • Estimated savings for projects must be based on a calibrated building simulation; • The total package of all measures must be run together for the final projection of package energy reductions to account for interactive effects between measures;

32. Savings projections – Standard Apartment Blocks • Savings for projects of the scale anticipated must be based on “open-book” calculation methods or tools; • Consistent with the IPMVP approach and results calibrated to estimated or known energy end-use consumption;

Design, Construction and Verification – Both LAB and SAB • Design and construction team must commit to realising the intent of the energy audit recommendations, and to perform operational performance verification on the implemented measures; • This process is targeted at ensuring that the implemented ECMs have the ability to achieve the predicted energy savings;

34. Design, Construction and Verification – Both LAB and SAB • Operational performance verification process involves visual inspection of the installed systems and control sequences to ensure that they were implemented as intended;

Operations, maintenance and Monitoring - Elements • Performance Indicators: Establishment of key performance indicators at component and/or system level, consistent with achieving building level energy performance defined in the Operator’s manual; • Monitoring:  Identification of points, interval and duration to be monitored by the building management system;

Operations, maintenance and Monitoring - Elements • Operation: Development of a concise, targeted Operator’s Manual discussing the new ECMs or systems, including assignment of responsibilities for communication of performance issues and implementation of corrective actions; • Training:  Training of building operators in proper maintenance best-practices for the new and modified systems/equipment;

37. Operations, maintenance and Monitoring - Elements • Outreach:  Notifying building tenants of the improvements performed in the building as part of the project, and descriptions of any behaviour modifications or best practices recommended as part of the energy efficiency efforts.;

38. Measurement & Verification • Transparency: All input data, baseline calculations, and variable derivations must be made available to all parties and any authorised reviewers; • Reproducibility: given the same source data and a description of the adjustment methodology, any competent practitioner must be able to produce identical or nearly identical results. • Fairness: baseline adjustments must show no meaningful statistical bias toward a positive or negative outcome.
