What is Manpower Management • It is the methodical process of determining, validating and using manpower requirements as a basis for • budget decisions, • determining manpower authorization priorities based on available funding and personnel inventory, • and the ability to link all these factors.

  15. Individual Account (IA) Military personnel who are not considered force structure manpower and consists of two categories: Transients, Patients, Prisoners, and Holdees (TPPH) Students, trainees, cadets and midshipmen *These are not reflected on your AMD

  16. Manpower Requirements Manpower requirements provide the Navy a dynamic system for planning, programming, and budgeting total force manpower resources to support the operating forces and the shore establishment under peacetime and wartime conditions.

  17. Basis of Manpower Requirements • Manpower requirements shall be based on directed mission, function, and tasks (MFTs) and/or Required Operational Capability/Projected Operational Environment (ROC/POE) and reflected on the Activity Manpower Document (AMD).

  18. Manpower Requirements Shall be base of fulfilling the approved Navy mission and shall be based on directed Missions, Functions, and Tasks (MFTs) All requirements are to be reflected on the AMD per OPNAVINST 1000.16K, it is recommended that your AMD be verified monthly

  19. Requirement Skills • Manpower requirements shall reflect the minimum quantity and quality of manpower required for peacetime and wartime to effectively and efficiently accomplish the activity’s mission.

  20. Requirement Determination Workload shall be determined using industrial engineering or other justifiable techniques which yield accurate manpower requirements. This is where the Navy Medicine Manpower Analyst Team (NM MAT) is involved at Navy Medicine Support Command (NMSC).

  22. Identification of Manpower • Manpower Claimants shall identify manpower requirements as civilian unless justified as military essential. • Manpower Claimants shall rely on contractors to resource any new function not identified as military essential if it meets criteria in OPNAVINST 4860.7B.

  23. Civilian Manpower Requirements All civilian and contractor manpower requirements shall be reflected on the AMD at a minimum as Full-Time Equivalents (FTEs). Note: FTE equals 1 manpower work year. If you have two part time Nurses for one billet, do they equal one FTE? Yes Contactor billets are on the AMD same as the civilian, the only thing that is different is there are zero’s put on the authorization line for pay grade and occupational series.

  24. Manpower Requirements Authorization The term manpower requirements authorization describes a manpower requirement supported by approved funding and end strength. Authorizations are the basis for the planning and distribution of military personnel inventory. Authorizations are a reflection of BSO input & represent estimates for use in planning and programming through Total Force Manpower Management System

  25. Unfunded and funded Billets After a Resource Sponsor has funded and authorized 90% of the requirements, the the Activity Manpower Document (AMD) is assembled. The AMD reflects both funded and un-funded requirements for a single Unit Identification Code (UIC). This is a billet. • -A billet is an aggregation of three components: • Requirement, which is generated/validated by NAVMAC • Authorization, which is provided by Resource Sponsor • End Strength, which is approved by Congress

  26. REQUIREMENTS AND AUTHORIZATIONS When we speak of MANPOWER, we speak of PLACES OR SPACES, NOT PEOPLE. • Requirement: a validated need to accomplish a mission, function and task. A statement of work that needs to be established. A requirement can be funded or unfunded. An unfunded requirement may not have flavor i.e., it may not be Active Duty, Full Time Support or Selected Reserves. Once a requirement is funded it becomes an authorization. A requirement should be as generic as possible i.e., a Petty Officer and 1000 Series Designator requirement.

  27. REQUIREMENTS AND AUTHORIZATIONS Billet: an unfunded or funded requirement (an authorization), that has been defined by pay grade, designator, rate, NOBC, NEC, Occ Series, ect.. Authorization: when funding is applied to a qualitized requirement. End Strength: the number of spaces which can be filled in a given fiscal year, as authorized by Congress. A “ceiling number” or a “floor number” issued in the Authorization Act.

Manpower Authorizations • Basic Rules: • A manpower authorization cannot exist without a valid manpower requirement documented in TFMMS. • Active duty military personnel authorizations changes impacting distribution shall reflect an effective begin date on or after the projected requisition take-up month, unless otherwise directed by the respective MCA.

Manpower Authorizations • Basic rules continued: • New manpower authorizations shall be established for a minimum time duration of a normal tour of duty for that activity. • Manpower requirements shall be authorized with the same manpower Quality unless authorization compensation is not available or directed by CNO policy.

  33. Manpower Authorizations • Basic Rules Continued: • E-3 or below non-designated striker manpower shall not be coded as SELRES. • Civilian, contractor, and other (I.e., labor of opportunity) manpower authorizations are not required to be reflected on an activity’s AMD.

  38. Manpower Balancing • Manpower balancing is the matching of active duty and reserve (MPN/RPN) manpower authorizations to end strength (quantity (QUAN/quality (QUAL).

  39. Manpower Compensation • Manpower claimants shall identify appropriate quantitative and qualitative compensation when revising the designator, pay grade, rate, or rating of existing active duty manpower authorizations.

  40. Unqualitized End-strength • Unqualitized Officer End-strength is considered O-3 and below. • Unqualitized Enlisted End-strength is considered E-7 and below.

Programming and Reprogramming • Planning, Programming, and Budgeting System (PPBS) • Decisions made as a part of PPBS result in the programming and reprogramming of manpower. • Programming manpower includes adding or deleting end-strength. • Reprogramming manpower includes transferring end-strength from one LOA to another.

  46. Total Force Manpower Management System(TFMMS) • Provides users of manpower information with effective automatic data processing support for manpower planning and programming functions. In addition, TFMMS supplies information to other civilian and military personnel accounting and distribution systems to assist them in their total force management functions. TFMMS Manpower Management Approach is the tracking and displaying of Navy manpower requirements through the use of unique Billet Identification Numbers (BINs).
