BRIEFING OUTLINE PURPOSE: To provide information on how and why the Army Medical Department is changing the Individual Medical Readiness (IMR) Elements in the Medical Protection System (MEDPROS) • Background • Road Ahead - New Deployment Limiting (DL) medical condition ratings: • DL1 – Profile Codes F, V, X (MR 3B) or Permanent P3/4 not in eProfile & no Profile Code S/T/W/Y (boards) • DL2 – MAR2 initiated, not completed (MR 3B) • DL3 – MEB initiated, not completed (MR 3B) • DL4 – Temp Profile >30 days (except pregnancy) (MR 3B) e. DL5 - Pregnant (will not be DL4 too) (MR 3B) f. DL6 – Temp Profile <31 days (MR 3A) • Each rating will be covered more in this briefing. • Impacts by Compo and Major Command – FOUO –

BACKGROUND The primary purpose of the new MEDPROS Deployment Limiting (DL) medical condition conversion is to take the current MND rating of Yes or No and break it out to provide Commanders with more granularity and visibility of all existing medical factors resulting in non-deployable ratings for their Soldiers.

  4. BACKGROUND (cont) Current MEDPROS IMR elements of MND (Medical Non-Deployable) and LDP (Limited Duty Profile) are not clearly defined or supported by any regulation or official document. Today, the LDP category is used autonomously by Commanders to document otherwise unsupported medical conditions – resulting in Soldiers being rated as MR 3B and ineligible for deployment and assignments. The MND category does not clearly identify the specific reason(s) a Soldier is non-deployable. Chapter 11-4b(1) thru (5) of AR 40-501 outlines the multiple deployment limiting (DL) medical conditions that prevent a Soldier from deploying.

  5. ROAD AHEAD MND (Medical Non-Deployable) will be removed from MEDPROS and replaced by the six specific Deployment Limiting (DL) medical condition codes. LDP (Limited Duty Profile) IMR element will be removed from MEDPROS and will not be replaced as it is not supported by any official regulation or policy. After the conversion, Soldiers may be rated in more than one DL category and those that are will have all applicable DL categories reflected on their IMR Record. When fully implemented, all DL categories will be auto-fed by entries documented in eProfile System. The DL1-DL6 Category labels were created simply for ease of display in MEDPROS Reporting capabilities.

Deployment Limiting medical condition 1 (DL1) Soldiers assigned Profile Codes F, V, or X Soldiers with a historical permanent PULHES (P3/P4) rating and no evidence of board completion (i.e., assignment of Profile Codes S, W, Y or initial entry waiver T code) and profile is NOT documented in eProfile. Crosswalk: AR 40-501, Para 11-4b(3), when no indication MAR2 or MEB initiated as noted in para 11-4b (3). Regulation revision to support identification of Soldiers with Profile Codes F and V as non-deployable (already in Table 7-2, but not in para 11-4b(3) being proposed.

Deployment Limiting medical condition 2 (DL2) Soldiers with MAR2 initiated as noted in block 7 of an eProfile created DA Form 3349, but have not completed the board process (profile code “W” not assigned). New MEDPROS Reports will display how many days Soldier has been in MAR2 process. Crosswalk: AR 40-501, Para 11b(3)(a)

Deployment Limiting medical condition 3 (DL3) Soldiers with an MEB initiated in block 7 of an eProfile created DA 3349, but not yet completed (Profile Code S or Y* not assigned). MEDPROS Reports will display how many days Soldier has been in MEB process. Crosswalk: AR 40-501, Para 11-4b(3)(a) *Proposal submitted for AR 40-501 revision to support the assignment of Profile Code “S” in Para 11-4b(3)(b) for those completing the MEB process. Currently those Soldiers could have an “S” or “Y” profile code assigned.

Deployment Limiting medical condition 4 (DL4) Soldiers with a Temporary (T3/T4) Profile documented in eProfile and… the original duration of the temporary profile is greater than 30 days (this category will NOT include Pregnant females, see next slide for DL5 rating). Soldiers in this category who, up until now, were being converted to MR3A when their profile was within 30 days of expiring will now be classified as MR3B until that profile expires. Crosswalk: AR 40-501, Para 11-4b(4) and Para 11-5d(2)

Deployment Limiting medical condition 5 (DL5) Soldiers with pregnancy profile documented in eProfile or pregnancy status “Yes” indicated in MEDPROS (the latter capability being removed as soon as practical once eProfile template mandated use for Pregnancy Profiles). To avoid double counting, these Soldiers will NOT also be rated as DL4 unless they have other PULHES factors supporting a DL4 rating. Current “PRG” element converted to DL5 for continuity in the ratings of deployment limiting conditions. Crosswalk: AR 40-501, Para 11-4b(2) Para 11-4b(4) and Para 11-5d(3)

Deployment Limiting medical condition 6 (DL6) Soldiers with a Temporary Profile (T3/T4) documented in eProfile and.. the original duration of the temporary profile is less than 31 days. this is the only DL Category where MR 3A is assigned. All other DL categories (1-5) result in assignment of MR3B. Crosswalk: AR 40-501, Para 11-4b(4) and Para 11-5c(1)

  12. Medical Readiness (MR) Classification The Medical Readiness (MR) Classification replaced the Fully Medically Ready (FMR) status for the Soldier. The MR Classification provides a more realistic readiness status of the Soldier and their ability to deploy to an austere environment in a timely manner. • Each Soldier will be assigned a Medical Readiness (MR) Classification. All Soldiers with an MR 1 or 2 will be considered as Medically Available and all Soldiers with an MR 3A, 3B, or 4 will be considered as Medically Non-available. The overall classification will be based on the lowest classification for a Soldier. This will be based on the following criteria: • MR 1 – Meets all Requirements and Dental Readiness Class 1 or 2 (Green) • MR 2 – Correctable within 72 hours (Amber). Soldier is Deficient in one of the following: • DNA • HIV • Immunizations (IMM) (Routine Adult Immunization Profile) • Individual Medical Equipment (IME) - (Mask Inserts(1MI), 2 pair eye glasses (2PG), Military Combat Eye Protection Inserts (MCEP-I), Medical Warning Tags (MWT), and Hearing Aid w/Batteries (HAB) • MR 3A - Correctable within 30 Days (Red). Soldier is Deficient in one of the following: • Dental Readiness Class 3 (DRC3) • Temporary profiles with a 3 or 4 in the PULHES that is less than 31 days-DL6 • MR 3B - Correctable in more than 30 days (Red). Soldier is Deficient in one of the following: • Permanent Profile without a completed board and/or Profile Code of “F, X, V” - DL1 • Permanent Profile with a 3/4 in the PULHES, MAR2 in progress- DL2 • Permanent Profile with a 3/4 in the PULHES, MEB/PEB in progress - DL3 • Temporary profile with a 3/4 in the PULHES that is greater than 30 days - DL4 • Pregnant - DL5 • MR 4 – Status is unknown (Red). Soldier is Deficient in one of the following: • Periodic Health Assessment • Dental Readiness Class 4

IMPACT ON MR RATINGS (COMPO) • The majority of MR Category changes above (and on following slides) are explained below: • MR2 decrease & MR1 increase – all DRC2 personnel changing to MR1 • MR3A decrease & MR3B increase – moving all personnel who changed to • MR3A when original profiles >30 days went under 31 days, now moved back • under MR3B. • MR4 increase (small) – mostly due to Soldiers who were MR3B due to LDP • Y value now being moved to other MR ratings with the removal of LDP logic.

  17. Impact on Web Reporting New Dashboard Screen Both the unit and Soldier Dashboards on the Web Reporting Home page now include the six DL ratings for the Unit and the Soldier. The Web Reporting Home Page has new links to the new “Cdr Profile Report” and the “Consolidated DLC Report” Web Reporting Module.

  18. Impact on Web Reporting New IMR Record The DL Rating definitions show here are available in the Report Legends of the modules where these ratings appear. Future enhancement will provide more definition beside these DL ratings.

  19. Impact on Web Reporting New UMR Screen - Data Report The new default UMR Report is the data report that only shows Soldiers in the Unit/TF who have one or more UMR shortfalls. The Report legend provides definitions of the column values on this report. The bottom of the report provides the usual summary by each IMR category.

  20. Impact on Web Reporting – New UMR Screen - Status Report The default UMR Report data report can be changed to a status report using the Modify filters dropdown. The status report (shown here) provides the Green/Red status for each IMR element. The default report only shows those with deficiencies, but user can also change the filter to request a report on “All Assigned” using the Modify Filter dropdown.

  21. Impact on Web Reporting New Cdr Profile Report • These 3 columns were added to the Commander Profile Report: • Profile Source (DA3349 or blank) • MEDPROS & eProfilePrg flags • Consecutive days on Profile • We also separated out the 3 profile codes into separate columns.

Impact on Web Reporting New Consolidated DLC Report All DLCs New Path to this report This report replaces the old Consolidated MND report and the “default” settings include all DL ratings (1-6). However, the report menu filters allow users to select any combination of these DL ratings – see next two slides for examples.

NOTE: The following locations include satellite locations that fall under the primary installations listed: - Ft Lewis includes Tacoma, Madigan General, Yakima PvgGrd - Ft Benning includes Dahlonega - Ft Stewart includes Hunter Army Airfield - Ft Bliss includes White Sands Missile Range - Ft Hood includes West Fort Hood Korea includes ALL personnel on the Korean Peninsula

Impact on Web Reporting New Installation MR 3B Personnel Rpt Fifth of the five new Installation reports created for Medical Management Center (MMC) personnel at select locations – This report provides a by name roster of all personnel at the selected installation who either started the month as something other than an MR3B and was something other than a 3B at the end of the month OR were something other than an MR3B at the beginning of the month and were a 3B at the end of the reporting month. Dropdown choices: - All scenarios - MR3B to other - Other to MR3B NOTE: The first report not available until 2 Apr 12 (for March 2012).
