  2. PRODCOM PRODCOM – PRODuction COMmunautaire”(Communityproduction) PRODCOMis the title of the EU industrial production statistics. Legal basis Council Regulation (EEC) No 3924/91 of 19 December 1991 on the establishment of a Community survey of industrial production - (PRODCOM Regulation). Coverage • Till the year 2004, PRODCOM covered the industrial products of activities from Mining and Quarrying, Manufacturing and Electricity, gas and water supply ( NACE sections C, D and E); • Since the year 2005 the products from divisions¹10 and 11 of section¹C and the products from section¹E were erased from the PRODCOM List. 1 – Sections and divisions from NACE Rev.1.1

  3. PRODCOM Purpose of PRODCOM • PRODCOM is a survey designed to collect data and produce statistics regarding the industrial production. • The PRODCOM List is the main tool for the PRODCOM survey. The industrial production hasto be recorded according to the productheadings of the PRODCOM List during the reference period. • The theoreticalaim of PRODCOM is to achieve 100 %coverage ofeach product, in other words, to report the full amount ofproduction of eachproduct.

  4. PRODCOM Survey characteristics According to the PRODCOM Regulation, the physical volume and the value of production are normally recorded for theproducts in the PRODCOM list. Entrerprises to be surveyed The PRODCOM Regulation stipulates that: • the reporting country must recod at least 90% of the value and volume ofproduction carried out by enterprises on its territory; • only enterprises with more than 20 employees should be surveyed; However the regulation stipulates that the national surveymethods should ensure90% coverage across the whole 4-digit NACE class is achieved. • the survey includes all producers, regardless of the nature of the enterprises (principal enterprises, contract processors or enterprisesworking under any other arrangement).

  5. PRODCOM Organisation of the list • The list is divided into „Classes” corresponding to the NACE classes. Within the individual classes, the PRODCOM headings are grouped according to the corresponding CPA headings. Heading characteristics • PRODCOM codes • The column called „PRODCOM” contains the PRODCOM codes of the products to be recorded. Each heading is identified by an eight-digit code: XX.XX.YY.ZZ • The first four digits of the code (XX.XX) correspond to the NACE class; • The first six digits (XX.XX.YY) are CPA subcategory; • The last two digits (ZZ) show the classification of a heading within this CPA heading.

  6. PRODCOM Heading types • The heading type is given in Column „P” of PRODCOM List. There are fourtypes of PRODCOM heading designated S,T,VandI, indicating what should be reported: S= Production sold should be reported by value and volume fortype S headings. In some cases no volume unit is definedfor a heading. In thesecases only the value should bereported. T= Total production should be reported by volume for type Theadings. In addition, the sold production by value andvolume should be reported. V= Total production should be reported by volume for type Vheadings. Sold production is not required. I= Type I headings are industrial services. The reported valueshould be the fee paid. No volume data should be reported.

  7. PRODCOM External trade nomenclature references - Each heading of the PRODCOM list is, with a few exceptions, definedby one or more headings of Combined Nomenclature (CN). The Corresponding CN headings are listed in the column„External tradenomenclature reference for year HS/CN)”. Note Because the „Description” does not alwayscover the entire content of the PRODCOM heading, a correct and complete interpretation of the PRODCOM headings is provided by the „General rules fortheinterpretation of the CombinedNomenclature”. Additional remarks - The columns „PRODCOM” and „Reference to notes” contain various marks (letters or other symbols) which provide information about the statistical treatment of the heading; - Considering the PRODCOM target is limited to the “physical production”, the coverage of all PRODCOM headings, under a given CPA code, does not fit with the whole content of that CPA code; CPA also includes « industrial services » not covered by PRODCOM.

PRODCOM PRODROM – The Romanian version of PRODCOM • PRODROM List – a list of industrial products for statistical Surveys on Industrial Production • PRODROM List – respects the stipulations of CEE Regulation 3924/1991 regarding PRODCOM system. • PRODROM List was build between years 1998 to 2000 into a PHARE Program with the direct support offered to us by French experts from SESSI (Ministry of Industry). • The implementation of the PRODROM List in the romanian statistical systemrepresented the last stage in the harmonisation process of the romanianeconomic classifications with the European ones.

PRODCOM Structure and codification system of PRODROM ▪ ThePRODROM List is organized after the CANE structure - the link between PRODROM and CANE is shown in the PRODROM code where the first four digits represent the CANE class; ▪ The PRODROM headings were established by detailing elementary sub-classes of CPSA¹; ▪ To each heading of PRODROM List there is attached one or more measurement units; ▪ Each heading of PRODROM List, representing a physical product, is linked with one or more TVIR² codes. 1 - Classification of products and services associated to activities – CPSA. (Romanian version of CPA) 2 - Custom Import Tariff of Romania – TVIR (Romanian version of CN)
