Definition of Health Policy and Management Health Policy and Management is a multi-disciplinary field of inquiry and practice concerned with the delivery, quality and costs of health care for individuals and populations. This definition assumes both a managerial and a policy concern with the structure, process and outcomes of health services, including the costs, financing, organization, outcomes, and accessibility of care.

  6. Process • Several phone conferences • Meet face-to-face at APHA in Washington DC in November • Utilize Council on Linkages (COL) and ASPH existing HPM competencies as foundation for internet discussion and to generate initial list for 1st Delphi • 3 modified Delphi sessions

Process (cont’d) • Workgroup chat-room responded to COL/APHA matrix of MPH competencies to develop final list of 46 competencies for Delphi 1. • 1st Delphi – resulted in more rather than less competencies • Went into Round 2 with 50 competencies • 2nd Delphi results • Chairs combined and reduced to: • 7 domains • 13 competencies

  8. Process (cont’d) • 3rd Delphi – Resulted in 10 competencies • Final teleconference narrowed down to 8 competencies • 4 parked competencies recommended for cross- functional skill sets • Added back 2 from parking lot to get up to 10.

  9. . 10 Core Competencies in Health Policy and Management that All Graduates of MPH Programs Should Possess

  10. 1. Identify the main components and issues of the organization, financing, and delivery of health services in the US.

  11. 2.      Understand the policy process to achieve improvements of health status of populations.

  12. 3.  Understand the legal and ethical bases for public health and health services.

  13. Use quality and performance improvement concepts to address organizational performance issues.

  14. 5. Demonstrate leadership skills for building community partnerships including team building, negotiation, and conflict management.

  15. 6. Utilize "systems thinking" for resolving organizational problems as well as community and public health issues.

  16. Employ principles of strategic planning and marketing to public health.

  17. Apply the principles of program planning, development, budgeting, management, and evaluation to organizational and community initiatives. 8.

  18. Effectively communicate health policy and management issues using media, advanced technologies and community networks.

  19. 10. Explain methods of ensuring community health safety and preparedness.

  22. Special Challenges for HPM • Defining the “field” • Competencies grew in number between Delphi 1 and Delphi 2

  23. Response to the Challenges • Developed a matrix based on the Council on Linkages’ eight competency domains cross-walked with the main areas covered by HPM • Members had to make severe cuts in round #3
