  7. 3D Virtual Engineering Visualization Ellsworth AFB Main Gate Design Concept What is it? • Using commercial off the shelf software to bring text and drawings to life in 3D • Fully narrated CD with voice-over and background soundtrack 3D / 4D Video • Illustrates siting, design, exterior rendering, and interior walkthrough Why is it value added? • Bridges the gap between design professionals and facility users • Focuses on the end product • Lays the foundation for the real design How do we plan to accomplish it? • ACC now uses 3D Virtual Engineering Visualization for every MILCON project • Early teaming with A/E & user pays off Bridges gap between user’s vision and design professional’s concept

Integrated Planning Framework (IPF) What is it? • Integrated 3D approach to improve base development planning • Fuses WG/CC vision, Base Master Plan, and long-term investment strategy • Formally Zones the base and puts in place Base Planning Commission Nellis AFB Main Base Area Why will it bevalue added? • Formally controls base planning from environmental clean up, to construction • Integrates individual building planning in larger base planning framework • Opens up base development plans to local communities via website 3D GIS Mapping access How do we planto accomplish it? • Piloted at Nellis and Langley AFBs • Completing all ACC bases in CY05 Fuses individual project plan into larger base development program

Customer Concept Documents (CCD) What is it? • Early, professional look at user requirements • On site study of utilities/site constraints • Guidance in architectural/design parameters • Accurate parametric cost estimates • 3D model, floor plans, communication, furniture Why is it Value Added? • Clearly pins down user requirements up front • Provides reliable detailed cost estimate • Delivers general floor plan, elevations, and utility layouts… essentially a 35% Design How Do We Plan To Accomplish it? • We Conduct a Customer Concept Document Charrette on every MILCON project • Gives us a 6 month – 1 year head start ! Ensures what you plan and program is what you design to

Quality Schedule & Cost (QSC) What is it? • Best Value approach to awarding contracts • Balances Quality, Schedule, & Cost according to what’s most important for that particular project Why is it Value Added? • Takes advantage of contractor strengths • Tightens emphasis on improved schedules • Improves emphasis on cost controls How Do We Plan To Accomplish it? • Using QSC Best Value on every MILCON Project Possible $$ Experience Quality Schedule Emphasizes design quality schedule & cost are what we award on

Construction 4D Modeling What is it? • Linkage of 3D design model with construction schedule into a “4D construction model” • Living construction plan for both the entire site and key project elements that gets updated over time Why will it be value added? • Forms team commitment and solidifies the plan for project construction • Integrates design, especially in design-build to schedule constructability How do we plan to accomplish it? • Pilot model used for overall integration of F-22 Beddown Construction at Langley AFB • Will phase in on all major projects over $50M Focuses the construction team to deliver the project on schedule

The Red Zone What is it? • An execution charrette • ACC/Agent/Contractor meeting 90 days before beneficial occupancy • Structured plan that aims to move projects to completion faster and more efficiently Why will it be value added? • Forms team commitment and solidifies the plan for project completion and financial close-out • Identifies all potential obstacles to on-time project completion and closure How do we plan to accomplish it? • 30 min. training video distributed to all customers, agents, and contemporaries • Now used today on all Air Force and Army MILCON projects ! Focuses the construction team to deliver the project right
