  1. Learning Community The Transportation Mandate Can Yield No Academic Improvement

  2. The Learning Community labels schools as “rich” or “poor” A “rich” school has less than 35% of its students eligible for the Dept of Agriculture’s Free or Reduce Lunch Program. A “poor” school has more than 35% eligible Student: Mary Test: 80% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Mika Test: 80% Labeled: Poor Student: Nancy Test: 40% Labeled: Poor Student: Cole Test: 30% Labeled: Rich School Designated as “Rich” School Designated as “Poor”

  3. Students are tested -- the average score is associated with the school School Rating: 80 Student: Mary Test: 90% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Mika Test: 80% Labeled: Poor Student: Nancy Test: 40% Labeled: Poor Student: Cole Test: 30% Labeled: Rich School Designated as “Rich” School Designated as “Poor” School Rating: 50 Achievement Gap: 30 The difference between school ratings is called an “Achievement Gap”

  4. The Learning Community seeks to reduce this gap by “transporting” students between schools School Rating: 80 Student: Mary Test: 90% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Mika Test: 80% Labeled: Poor Student: Nancy Test: 40% Labeled: Poor Student: Cole Test: 30% Labeled: Rich School Designated as “Rich” School Designated as “Poor” School Rating: 50 Achievement Gap: 30 Poor student may be bus to rich schools; rich students to poor schools

  5. Transporting students reduces the calculated Achievement gap – a nice PR result School Rating: 80 Student: Mary Test: 90% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Nancy Test: 40% Labeled: Poor Student: Mika Test: 80% Labeled: Poor Student: Cole Test: 30% Labeled: Rich School Designated as “Rich” School Designated as “Poor” School Rating: 70 School Rating: 50 School Rating: 55 Achievement Gap: 15 Send out the press releases! It’s cut in half! After students move to different schools, school test-score averages are recalculated

  6. However, student performance remains the same. There is no academic improvement Student: Mary Test: 90% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Nancy Test: 40% Labeled: Poor Student: Mika Test: 80% Labeled: Poor Student: Cole Test: 30% Labeled: Rich School Designated as “Rich” School Designated as “Poor” School Rating: 70 School Rating: 55 Achievement Gap: 15 Send out the press releases! It’s cut in half! Student performance is NOT a group endeavor – it is an individual assessment (that’s why students receive report cards)

  7. The Learning Community’s transportation mandate has no academic value Student: Mary Test: 90% Labeled: Poor Student: Jamal Test: 90% Labeled: Rich Student: Fred Test: 60% Labeled: Rich Student: Nancy Test: 40% Labeled: Poor Student: Mika Test: 80% Labeled: Poor Student: Cole Test: 30% Labeled: Rich If the Learning Community wishes for improved academic performance, it must minimize cost of the transportation mandate. The transportation mandate has no academic purpose
