  2. Objective of the CPA reform: Setting up a modern and efficient system of central public administration according to the principles of good governance of the EU and EC member states

Building Institutional and Functional Capacity of CPA CPA Reorganization • Functional review of central public administration vertically and horizontally; • About 70 reorganizations carried out for the purpose of delimiting the policy development functions of those of policy implementation; • Draft law on central public administration

Optimization of the Decision Making Process Redirecting the informational flow, improvement of the quality of the decisions made, assessment of their impact • Setting up of the Policy Analysis, Monitoring and Evaluation Units; • Setting up of the Policy Coordination Analysis Division within the Government Office; • Approval of the elaboration rules and unified requirements towards the policy documents (concept, strategy, program, plan); • Introduction of strategic planning in each authority; • Application and use of informational and communicational technologies.

  6. Improvement of the HR Management Creation of a professional, compact and motivated corpse of civil servants • Approval of the draft law on public function and status of civil servant; • Launch of the training events for different categories of civil servants organized by the Academy of Public Administration additionally to the state order; • Development of the technical task for the electronic informational system “Registry of public functions and civil servants”.

  7. Improvement of the Public Finance Management Ensuring interaction between the sector policy development process and budgetary process • Annual reporting is introduced on the efficiency of using the financial resources by the CPA authorities while implementing sector programs; • Building the capacity of budgetary planning units within CPA to plan strategically and assess the impact of policies and the financial impact as well.

  8. Priority Activities in 2008 • Enactment of the Law on Public Function and Status of Civil Servant and Law on Central Public Administration; • Consolidation of the policy development and coordination system; • Amendment of the regulations of the CPA authorities for the purpose of delimiting the policy development functions of those of policy implementation; • Elaboration of the strategic development plans of ministries and other CPA authorities; • Development of a new remuneration system for civil servants; • Launch of the electronic informational system “Registry of public functionsandcivil servants”.
