2. The Purpose Public education exists to preserve the democracy by providing equal opportunity for all individuals to maximize their potential and become educated, contributing members of their community and a global economy.

3. The Non-Negotiables Michigan’s Public Education System must: • Be fair and equitable for all students • Provide options designed for the needs of students rather than the needs of adults • Empower professional educators to assume responsibility for instructional leadership • Provide personal, learner-driven choice

4. Study and Strategy Teams The recommendations are separated into two sets: • Strategic actions: These eight recommendations target immediate and short-term reforms that contain actionable detail. These recommendations will be the basis for the work of one or more Strategy Team(s). • Study items: Five of the SSRC’s 13 recommendations target mid- to long-term system reforms that require support, information from multiple stakeholders, and much more research. These broadly stated, large-scale reform recommendations will be the basis for the work of a Study Team(s).

5. The Recommendations Study Team Recommendations • Define a high-quality education and ensure every Michigan child has equitable access to that education. • Propose a revenue and expense model that increases the equity of funding for all Michigan students, with particular focus on an adequacy study. • Develop an early warning/intervention system for both academically and/or financially distressed districts. • Develop an enhanced collaboration model among regional service agencies to provide services for local districts and students. • Develop a board of education self-evaluation tool and require ongoing training for board members.

6. The Recommendations Strategy Team Recommendations • Assure all Michigan students: • Have equitable access to high quality 4-year-old preschool. • Have competency-based learning plans in grades PK-8. • Meet key performance standards in English/Language Arts and Math. • Experience curricula based on the Common Core State Standards. • Have access to engaging learning models and technology. • Have access to opportunities that develop college & career readiness skills. • Have early access to college credit.

7. The Recommendations Strategy Team Recommendations continued • Standardize teacher preparation programs. • Carefully choose and monitor student teachers at the local district level. • Reform Michigan’s teacher credentialing structure to identify Novice, Practicing, and Master Teachers. • Improve and implement the Michigan Council for Educator Effectiveness (MCEE) recommendations. • Reduce redundancy in reporting requirements. • Provide incentive funding for districts wishing to consolidate. • Define an accountability system.
