Importance of National Health Identifier For Programme Managers • To improve planning & management of limited resources • To enhance accountability in delivery of health services • To achieve goals of Social Protection in Health for All For Clients: • To improve quality of care through continuity of health records • To minimize medical errors and duplication of investigations

Pros for National Health Identifiers • 2.3 million registered members with NHIF • Infrastructure and systems in place countrywide • Current systems being upgraded: magnetic stripe and smart cards • In line with e-government strategy • Political will: launch of Social Protection in Health for All • High coverage for formal sector due to statutory requirement • Dependants covered through IDs of parents/guardians • No duplication: drawn from 7-digit national ID plus 5-digit computer generated number; also a serial number for card • Centrally generated from national database within short time

  4. Cons • Limited to adults since national ID cards are mandatory • Limited to paying clients • Limited to registered or accredited health facilities • Excludes orphans, vulnerable children, aliens • Likelihood of losing medical history when minors mature and acquire unique ID • Not aligned with government efforts for one unique national identifier

  5. Modifications Required for Workable National Health Identifier • Supportive policy and legislation: memo in cabinet for Social Protection in Health for All to allow paying and non-paying clients to access basic medical care • Infrastructure: expansion beyond current 30 branches, more computers, networking • Software upgrade to facilitate use of information for planning and delivery of health services & social protection • Human Resources: technical experts, recruitment and training • Stakeholder commitment and collaboration • Adequate resources: substantial financial allocation
