Purpose and Goals • To discuss work undertaken to date on the Town’s Off-Site Levy Review to date • To review assumptions related to the development of updated off-site levy rates • To review rates calculated through this process • To review calculated rates in relation to rates from other municipalities in the area

Background • Previous off-site review undertaken in 2006 based on work to date at the time on the Town’s Infrastructure Study • Water System Upgrades were included • Limited Wastewater System Upgrades were included • Roadway System Upgrades were not included • Current Review is based on the Town’s Infrastructure Study – 2008 Update • Reviews expanded area based on recent annexation • Utilizes updated population and land use forecasts • Includes Water System Upgrades • Includes Wastewater System Upgrades (Including Lagoon) • Includes Roadway System Upgrades (High Level) • Does not include Stormwater System Upgrades (these are assumed to be developer driven)

  4. Current Assumptions • Water, wastewater, and roadway infrastructure to be covered • Rates based on net developable area, taken at 70% of gross developable area • Rates based on full build-out of Town lands • Land acquisition costs not included • Cost sharing with County not available • Interest and carrying charges not included • Grants considered (varied % contribution reviewed) • Oversizing charges not reviewed in detail • Reviewed uniform rates across entire Town, and also by quadrant.

  5. Rates Calculated • Preliminary results prepared assumed 40% grant contribution for AMWWP funded items (water supply, wastewater treatment) and 25% otherwise. • These are felt to be realistic rates that can be expected for infrastructure funding based on knowledge of grant programs.
