Concept of Amenity Amenity is defined by the Shorter Oxford English Dictionary as “the quality of being pleasant or agreeable.” The protection and enhancement of amenity, particularly residential amenity, is a core objective of planning. The Development Act 1993 (S 4(1)) defines amenity: “’amenity’ of a locality or building means any quality, condition or factor that makes, or contributes to making, the locality or building harmonious, pleasant or enjoyable.” Although the Native Vegetation Act 1991 does not define amenity, the NVC’s Information Sheet No 3 describes it in the following terms: “Amenity value means how highly the trees are regarded by the community as part of the local landscape.   14. JASA AMENITAS Progressive rehabilitation Progressive rehabilitation refers to the rehabilitation of worked out, or surplus areas while extractive operations continue. Rehabilitation works may be considerably more efficient if carried out while the necessary machinery is onsite and operating, rather than having machinery transported back to a site. Progressive rehabilitation can reduce the total liability of rehabilitation and should be conducted while there is a steady cash flow from a quarry. Progressive rehabilitation helps to minimise the visual impact of a quarry and control dust, erosion, and the invasion of weeds. It also assists in fostering good community relations.
