Background • QSA one of UNDG A-P ‘s mandated functions • QSA mechanism – unique to the region - One PSG focal point from each UNDG A-P member agency with an alternate - Multiple Convening Agencies with one CA for individual UNDAF roll-out UNCTs - PSG/CAs chaired by UNDG A-P member to ensure close links with UNDG A-P

  3. 2009 Highlights • Systematic QSA mechanism successfully implemented through expanded PSG (35 members) and agency CAs for 6 UNDAF roll-outs • PSG ToR prepared and approved by UNDG A-P, and annexed to the UNDG A-P ToR • Effective QSA support provided to most of the 6 UNDAF roll-out countries (status as shared)

  4. 2009 PSG/QSA experiences • Lessons learnt and recommendations identified during PSG annual retreat (Nov 30, 2009) A. Relating to UNCTs • Analysis: end-result and its effective use not clear esp. when it is complementary analysis • Prioritization/Joint Strategy Meetings – quality of government participation & inclusion of IFIs in the process key concerns

  5. 2009 PSG/QSA experiences B. Relating to UNDG/PSG • Roadmap – importance of early engagement and support to whole UNDAF cycle • Coordination of support to UNCTs - multiple reference points: DOCO, UNSSC, CA (PSG/QSA) and agency UN Reform focal points • Staff turnover in some CA focal agencies as well as lack of information from the country offices

Key recommendations • Build regional knowledge base (good practices and lessons) and relevant technical support including UNCT to UNCT peer support • Clarify the roles of the regional UNDGs (CA/PSG), DOCO, and UNSSC and inform UNCTs • Ensure effective system of alternate PSG focal points, esp. CAs, for continuity of QSA • Major UNDAF programming problems in UNCTs should be brought to the attention of the PSG and UNDG A-P early so that it can be resolved as needed

  7. 2010 UNDAF roll-outs 6 UNDAF roll-outs and CAs in 2010 : • B/desh (UNDP), Laos PDR (ILO), Vietnam (UNDP), Mongolia (UNICEF EAPRO); Philippines (UNFPA); Thailand (FAO) • Most of the CAs have effectively engaged with UNCTs on CCA/UNDAF preparations • Regional UNDAF ToT w/shop planned for later half of March supported by DOCO/UNSSC in collaboration with PSG

UNDG A-P Guidance • Draft 2010 PSG work plan - Outputs related to providing QSA support to UNCTs (both 2009 and 2010 roll-outs) - Map and mobilize resources for package of support to UNCTs including the use of some of the USD100,000 allocated for 2010 to support UNDAF UNCTs • Clarification with regard to the role of the CA and PSG - whether for just formulation or for whole UNDAF cycle (compliance vs. the life cycle approach) • What is role of the CA/PSG when UNCT chooses to ignore or sideline sensitive issues?
