  3. Purpose of Presentation Introduction to Regulations PER (PED) PSSR & PUWER DSEAR MHSWR Working to Standards EN378 (Safety and environmental requirements) EN60079 (Explosive atmospheres. Classification of areas)

PER (PED) Pressure Equipment Regulations 1999 All components of a refrigeration systems must have a CE certificate and be CE marked All new and modified refrigeration systems must have a GLOBAL CE certificate and EC mark Who can CE mark a refrigeration system? A notified body or a company certified by their notified body

  5. PSSR & PUWER Pressure Systems Safety Regulations 2000 Applies to all systems Focuses on stored energy Systems with a compressor motor ≥25kW must have a WSE Systems must be inspected according to the WSE First Inspection completed before refrigerant is charged The WSE and inspection must be documented by a competent person Safety system testing (EN378) Provision and Use of Work Equipment Regulations 1998 Piping that contains a toxic or flammable substance must be inspected The inspection must be documented by a competent person

DSEAR Dangerous Substance and Explosive Atmosphere Regulation 2002 Risk assessment must be carried out before system is put into use Eliminate or reduction of risk Classification of area – EN60079-10-1 Arrangement to deal with accidents, incident & emergencies Information & training Adequate normal and emergency ventilation Appropriate refrigerant detection Requirements of EN378 safety systems

MHSWR The Management of Health and Safety at Work Regulation 1999 Risk assessment should be carried out for all refrigerants (including toxicity and asphyxiation risks) Eliminate or reduction of risk Arrangement to deal with accidents, incident & emergencies Information & training Occupancy ventilation Appropriate refrigerant detection Requirements of EN378 safety systems

Standards and Guidance EN378 Refrigeration system and heat pumps – Safety and environmental requirement Requirements for: Where refrigerants and refrigerant quantities can be used Design of machinery room Emergency shower Refrigerant detection system concentration levels Occupancy and emergency ventilation requirements Maintenance O&M manuals

  10. Guidance • EN378 – This is the legally recognised guidance • Institute of Refrigeration (IOR) Code of Practice: • A1 Refrigerants (HFC’s) • A1 & A2 Refrigerants • Carbon Dioxide • Ammonia • Safe Management of Ammonia Refrigeration Systems (FSDF)
