Applicant Request and LDC Compliance Applicant Request: • Amend MPD to allow 108-bed ALF • Decrease multifamily by 38 units (from 397 to 359) • Text revisions to update development criteria and standards for conformance with current LDC and Comprehensive Plan • Updates MPD Conceptual Master Plan LDC 2.05.05 and 2.06.03 criteria evaluation: • Not in conflict with public interest • Consistent with Comprehensive Plan • No significant financial hardship for the city • Does not create a public hazard or nuisance • Future development must comply with all agency codes & regulations • Any environmental impacts addressed through LDC requirements • Future positive economic impact • Acceptable LOS standards for public services to be maintained

Staff Findings and Recommendation Findings Staff finds that application #2751 complies with the requirements of the Comprehensive Plan and Sections 2.05.05 and 2.06.03 of the LDC meeting the criteria to amend the MPD. Recommendation Staff recommends that the Planning and Land Development Regulation Board (PLDRB) recommend to City Council approval of the amended Master Planned Development (MPD) Development Agreement for the Citation Estates MPD, Application 2751.
