  5. THE GENERATION PROJECT Project Overview • “Green ENERgy AudiTIng for a LOw CarboN Economy” • THEME: 1. Energy Efficiency • SUB-THEME: 1.2. Public Sector Strategies, Programmes and Initiatives to improve the energy efficiency and reduce the carbon footprint of existing buildings, particularly the public housing stock.

THE GENERATION PROJECT Objectives Exchange and transfer of best practices & knowledge in Building Energy Audits in public buildings Development of an innovative methodology (Simplified Energy Audit – SEA) Knowing the performance of buildings in a cost-effective way Harmonisation of audit schemes to strengthen regional and European policy frameworks

PREPARATION of the proposal Look for other opportunities in other EU programmes Does our idea FIT INTO the POWER priorities for the specific call??? Is my institution ELEGIBLE within POWER?

THE GENERATION PROJECT The proposal development – main key points • Analyse and IDENTIFY the POWER priority in which our project best fits: decide in which theme & subtheme we will submit the proposal • UNDERSTAND EU & specific POWER Programme requirements and how to write the proposal (attending Programme seminars is key!!) • DEFINE the project idea and its main goals • DEVELOP a specific Work Plan which will help achieve foreseen project goals • BUILD a transnational partnership with the knowledge and experience needed to implement the project • WRITE the proposal & co-ordinate all partners efforts Proposal SUBMISSION

  13. THE GENERATION PROJECT Definition of project idea – important decisions Do we want to be LEAD partners? How are we going to write the proposal? (IAT, distributed among partners) Will we need to organise a “preparation meeting”? How many partners & with which expertise do we need to involve? (we need public authorities to ensure POLICY IMPACT!!)

THE GENERATION PROJECT Building an ADEQUATE partnership • Use the EXECUTIVE SUMMARY: to be sent & published through contacts & Regional Correspondents, POWER website, relevant institutions in the field tackled, direct search. • ANALYSIS of partner profiles: • Do they have the technical expertise needed? (e.g. DIRECTLY involved in building energy audits) • Do they have experience in the management of EU projects (important to see previous projects and whether they have acted as LEAD partners)? • Do they meet the requirements of the proposed roles (researcher, component manager, policy makers)? • What are the specific requirements of the Programme? Regional bodies!! • GEOGRAPHICAL COVERAGE is important but not the unique aspect! BEST PARTNERSHIP MUST HAVE JUST THE PARTNERS NEEDED (and NOT MORE) to meet project goals!!

(elegibility & quality criteria) • Every day contact with partners to prepare all documents...PROGRAMME TIME IN ADVANCE! GOOD PROPOSALS were not approved in the first call for not meeting elegibility criteria! COMMUNICATION aspects are key! PROGRAMME the time for administrative issues & translation ASK FOR REGIONAL SUPPORT (ALL PARTNERS): your project should also be a priority for the region!

THE GENERATION PROJECT The evaluation – STRENGTHS • Application central to POWER • Quality of the approach: innovative, policy impact, previous experience in EU projects, partnership, very detailed, quantifiable and achievable deliverables, good justification of the need of the project • Communication detailed with an action plan. • Legacy Manager (Province of Modena) to validate results through local policies The evaluation – WEAKNESSES • Budget ok and reasonably distributed. Be careful with subcontracting! • Website costs not eligible • Need to develop specific legacy actions

Identification of relevant phases, outputs and tools for each of them • 2. Objectives • 3. Identification of target groups: • what is the message to be transmitted? • which is the role played by each partner? • definition of different kinds of communication – technical, specialized, popular

THE GENERATION PROJECT Contracting procedure • Notification of project approval under conditions (02/07/09) • No budget for website • Specific exit strategies in each region • Review of subcontracting costs for some partners • 4th partner coming from a different climatic region • Consultation at Lead Partner Event: 7,8/07/09 • Written response by Lead Partner on Conditions for Approval document • Conditions resolved • New application form submitted to the POWER Secretariat • Offer letter sent to Lead Partner together with Grant Agreement: 15/09/09 • Grant Agreement between SEEDA and Lead Partner signed: 23/09/09

Activity Outputs and results Innovative technologies (electric /fuel cell vehicles mixed fleets, RE charging points, hydrogen from RE, ITS,ICT, etc.) Optimal management models for people mobility Definition of a comprehensive methodology and an assessment of the success/failure factors of the implemented measures to define "good practice" feasible in similar contexts to concerned. Handbook to help to policy and decision makers to choose the most suitable methodology and technical solutions for CO2 reduction: Definition of “best available technologies” in short-mid term for sustainable low-carbon transport

Proposal preparation INTA’s experience • Use the project ideas and partner searching area at the POWER web site ! • Looking for common points among your idea and other proposals • Define a clear objective, realistic and affordable taking into account your capacities and resources. Keep in mind the final goal of POWER Programme: CO2 reduction! • Consortium composition well-balanced: representation of different sectors, no “sleeping” partners, choice of partners according to capabilities and experience

  35. Proposal preparation INTA’s experience • Emphasize the innovative aspects of your proposal. Avoid duplication with other projects • Include a Communication Plan to assure an adequate dissemination process. Identify “target groups” and define how these targets will be achieved • Finally: • Be patient and persevering: a good proposal need a lot of contributions and revisions !
