  2. 2000/479/EC EPER Decision • Objective : implementation of Art. 15.2 and 15.3 from Directive 96/61 IPPC • Report by MS every 3 years • Releases to air and water • Indirect releases of WW to WWTP • Sites with at least 1 IPPC Annex I activity (56 activities) • 50 substances or parameters • 1st report in June 2003 on 2001 releases • 2nd report in June 2006 on 2004 releases

Regulation 166/2006 on E-PRTR • Entry into force : 24 February 2006 • Objective : UNECE PRTR Protocol transposition at EU level and ratification by EC • Annual reporting by operators to competent authorities and by MS to the Commission MS • Sites with at least one Annex I activity • Annex 1 : see Protocol => 65 activities • 91 substances: Annex II Protocol + 5 additional • release thresholds by medium and substance (Annex II) • Releases to air, water and land • off site transfers of waste

Regulation 166/2006 on E-PRTR • Reporting of total releases (including fugitive and accidental) • Separate additional reporting for accidental releases where datas available • operators keep record of datas for 5 years • releases to land if waste subject to disposal operations “land treatment” or “ deep injection” (according to Directive 75/442) • Reportingby operators mustbe based on best available information and in accordance with internationally approved methodologies where available • Commission includes in the E-PRTR already available information on releases from diffuse sources • Art. 15.3 IPPC Directive and Art.8.3 Directive 91/689 deleted

Regulation 166/2006 on E-PRTRNew activities / IPPC-EPER • 1(e) Coal rolling mills with a capacity of 1 tonne per hour; • 1(f) Installations for the manufacture of coal products and solid smokeless fuel; • 3(a) Underground mining and related operations; • 3(b) Opencast mining and quarrying where the surface of the area effectively under extractive operation equals 25 hectares; • 5(f) Urban waste-water treatment plants with a capacity of 100,000 population equivalents; • 5(g) Independently operated industrial waste-water treatment plants which serve one or more activities of Annex I of the E-PRTR Regulation with a capacity of 10,000 m3 per day;

Regulation 166/2006 on E-PRTR • 6(b) Industrial plants for the production …and other primary wood products (such as chipboard, fibreboard and plywood) with a production capacity of 20 tonnes per day; • 6(c) Industrial plants for the preservation of wood and wood products with chemicals with a production capacity of 50 m3 per day; • 7(b) Intensive aquaculture with a production capacity of 1,000 tonnes of fish or shellfish per year; • 9(e) Installations for the building of, and painting or removal of paint from ships with a capacity for ships 100 m long • For some activities : different wording or extension / IPPC More info in E-PRTR guidance document – annex II table 21

Regulation 166/2006 on E-PRTR • 91 substances: like Protocol + 5 substances (coherence with WFD & POP’s Regulation ) : • octylphénols et éthoxylates d ’octylphénols (eau) • fluoranthène (eau) • isodrine (eau) • hexabromobiphényle (air, eau et sols) • benzo (g,h,i) pérylène (eau) • Emission threshold for PCDD/PCDF: 0.1 g TEQ (1g pour EPER)
