Office of the Telecommunications Authority (OFTA) • OFTA was established as an independent Government department on 1 July 1993 and is the executive arm of the Telecommunications Authority, who is the statutory body responsible for regulating the telecommunications industry • Since June 1995, OFTA has been operating on a trading fund basis, with its funding supported by income derived mainly from licence fees • OFTA has about 330 staff members

Policy Objectives of OFTA • To enable Hong Kong to be recognised as a world-class telecommunications centre for doing business • To ensure that Hong Kong has available high-quality telecommunications services at competitive prices • To ensure that Hong Kong has high performance in telecommunications as measured against the Organisation for Economic Co-operation and Development economies

  3. Role of OFTA • OFTA's role is to regulate the telecommunications industry of Hong Kong and to facilitate its development. Its work covers six main areas – • Technical and economic regulation of telecommunications services • Enforcement of fair competition • Radio frequency spectrum management and satellite co-ordination • Advisory and planning • Control of unsolicited electronic messages • International affairs

Job Prospect in OFTA : Regulatory Affairs Manager • A first or second class honours bachelor’s degree in electrical engineering, electronics engineering, information technology, economics, statistics, finance, accounting, law or business administration, or equivalent • 4 years’ post-graduate experience in the relevant fields, preferably in the telecommunications sector • Excellent command of English and Chinese, both written and spoken, plus working knowledge of Putonghua • Strong analytical power, good communication skills, able to work under pressure
